When we say, early childhood intervention we mean Early Intervention Supports for Early Childhood which is an NDIS support (external) we fund in NDIS plans for children younger than 9.
This article provides guidance for early childhood partners and planner delegates about:

Careful consideration should be made when completing the PEC case to best reflect the participant and their family’s actual circumstances and NDIS funded support needs. The PEC case is used to inform the Typical Support Package (TSP) and planner delegate reasonable and necessary decision making.

3 Overview of completing the PEC for Daily Support
The responses in the PEC case for Daily Support capture information about a child’s participation in early childhood education and care and school settings. It is important for the early childhood partner and planner delegate to consider the rights of the child and mainstream’s responsibility when thinking about the NDIS supports needed for a child to access and participate in these settings.
3.1 What are the rights of the child?
Every child has the right to access, participate and be included in all aspects of community life. This is a right protected in the Disability Discrimination Act (1992). It supports children with developmental delay or disability to access and fully participate in early childhood education and service which may include out of school care, child care, family day care and pre-school in the same way as other children.
Children of preschool and school age should be attending preschool or school for the required number of hours per week. It is a shared responsibility from all of us to ensure this happens.
3.2 What are responsibilities of mainstream supports?
The mainstream supports provided by early childhood education and care services and schools are vitally important to children.
Obligations of services under the Disability Discrimination Act (1992) and the Disability Standards for Education (2005) include making reasonable adjustments to support access and participation for all children, including children who have a developmental delay or disability. Services are expected to consult with families and carers to support identification of appropriate reasonable adjustments and address concerns as they arise.

4 What is Daily Support in the PEC case?
The responses in the PEC case for Daily Support, completed by the early childhood partner, capture information about a child’s participation in early childhood education and care and school settings.
Responses to the Daily Support questions may prompt you to consider what other community or mainstream supports could be useful or available to link the family to.
The responses will also help a planner delegate to decide whether additional NDIS supports need to be included in the child’s NDIS plan for capacity building for these settings. This information can be relevant to decisions about funding for early childhood intervention, including early childhood intervention at an intensive level. It can also provide a planner delegate with valuable information when considering funding for supports to sustain the caring role of parents and carers (CORE supports).
Please ensure the PEC Daily Support questions are completed with care as these inform the Typical Support Package including for intensive early childhood intervention.
