‘While the Agency as a non-prescribed CCE for the puposes of s30 of the PGPA Rule is not bound by the CPRs, the Board, as the Accountable Authority, intends NDIA staff to comply wth the CPRs (with the exception of AusTender Requirements (CPRs 7.6 to 7.15 inclusive); and Reporting Arrangements (CPRs 7.18 to 7.20)) through this Instruction.

Paragraph 2.6 ofthe Commonwealth Procurement Rules allow so ficials to not apply the CPRs “to the extent… necessary for the maintenance or restoration of international peace and security, to protect human health, for the protection of essential security interests, or to protect national treasures of artistic, historic or archaeological value”.
