EC: PEC - Daily Supports

Guidance in this document is not approved for use unless you view it in PACE.

This article provides guidance for early childhood partners and planner delegates about:

• An overview on completing the Personal Environmental Circumstances (PEC) case

for Daily Support.

• What are the rights of the child?

• What are the responsibilities of mainstream?

• What is Daily Support in the PEC case?

You must consider the role you deliver to support a successful completion of the PEC so that the Typical Support Package (TSP) best reflects the participant and their family’s actual circumstances and need.

Overview of completing the PEC for Daily Support

The responses in the PEC case for Daily Support capture information about a child’s participation in early childhood education and care and school settings. It is important for the early childhood partner and planner delegate to consider the rights of the child and mainstream’s responsibility when thinking about the supports needed for a child to access and participate in these settings.

What are the rights of the child?

For Internal Use Only Every child has the right to access, participate and be included in all aspects of community life. This is a right protected in the Disability Discrimination Act (1992). It supports children with developmental delay or disabilities to access and fully participate in early childhood education and care services in the same way as other children.

Children of preschool and school age should be attending preschool and school full time, respectively. It is a shared responsibility from all of us to ensure this happens.

What are responsibilities of mainstream?

The mainstream supports provided by early childhood education and care services and schools are vitally important to children.

Obligations of services under the Disability Discrimination Act (1992) and the Disability Standards for Education (2005) include making reasonable adjustments to support access and participation for all children, including children who have a developmental delay or disability. Services are expected to consult with families and carers to support identification of appropriate reasonable adjustments and address concerns as they arise.

Examples of reasonable adjustments in early childhood education and care and in schools, and what the NDIS is responsible for can be found in the Operational Guideline – Mainstream and community supports interfaces.

What is Daily Support in the PEC case?

The responses in the PEC case for Daily Support, completed by the early childhood partner, capture information about a child’s participation in early childhood educations and care and school settings.

Responses to the Daily Support questions may prompt you to consider what other community or mainstream supports could be useful or available to link the family to.

The responses will also help a planner delegate to decide whether additional supports need to be included in the child’s NDIS plan, after the rights of the child and mainstream responsibilities have been considered. This information can be relevant to decisions about funding for early childhood supports, including intensive early childhood supports, and about funding for supports to sustain the caring role of parents and carers (CORE supports).

Please ensure the PEC Daily Support questions are completed with care as these inform the Typical Support Package for intensive early childhood supports.
