Develop a social and community participation budget for participants in a shared living arrangement

Guidance in this document is not approved for use unless you view it in PACE.

This article provides guidance for a planner delegate, home and living delegate, liaison officers (HLO/JLO), review officer and planner (non-partnered area) to develop a social and community participation (SCP) budget for a participant in a shared living arrangement.

Develop an SCP budget for a participant in a shared living arrangement

Note: If the participant doesn’t live in a shared living arrangement, go to article Understand self-care and community access supports.

All funding decisions must be reasonable and necessary, and must consider each participant’s individual situation. NDIS-funded supports must be reasonable and necessary individually and as a package of supports. Use the plan conversation support tool (PCST) to develop the SCP budget for the participant’s plan. To make sure you’re funding the participant’s needs correctly, you need to determine:

• if the participant is receiving supports delivered in a centre or the community, or a

combination of both • whether the supports are individual or shared • if any of the supports fall on public holidays in the plan period.

As a guide, the PCST should provide enough funding to cover the different levels and frequency of support across the week. This will need to be calculated over the plan duration.

Public holiday hours are calculated using the PCST. Irregular supports can’t be used for activities scheduled on public holidays.

Note: the NDIS Pricing Arrangements and Price Limits (external) (PAPL) helps participants and providers understand how price controls for supports and services work in the NDIS.

Individual, group-based and shared supports

The PCST calculates both individual and shared supports as follows:

• for individual support, calculate the rate at the PAPL maximum rate per hour, multiplied

by the number of hours per week. • for group-based or shared support, calculate the rate at the PAPL maximum rate per

hour, multiplied by hours per week and divided by the number of participants in the group

or sharing the support.

Non-face-to-face costs

Non-face-to-face (NF2F) costs can only be claimed for group-based supports. If the participant needs minimal or partial levels of support in a group-based setting, add up to 2 additional hours a week of SCP support for NF2F costs. For complex levels of support in a group-based setting, add up to 4 additional hours a week of SCP support for NF2F costs. Duplication of supports

A home and living delegate uses the home and living calculator (HALC) to recommend weekly hours of Other supports. This includes SCP, employment supports and other time away from the shared living arrangement.

Once you’ve determined the amount of SCP hours:

• look at all supports over a 24 hour period. Make sure the participant is supported for the

full 24 hours but not more • look at what’s been provided in the home and living budget and how it compares with

other supports • compare this to the hours of Other supports in the HALC.

If you identify any duplication, for example the participant has supports for more than 24 hours in a day, make the required adjustments to reduce any duplication. This may mean reducing SCP support.
