SUBMISSION TO THE JOINT STANDING COMMITTEE ON THE NATIONAL DISABILITY INSURANCE SCHEME

Now that the bill Securing the NDIS for Future Generations has been dropped into my life, the direction the government intends taking with the NDIS is now very clear so I wish to add the following submission supplementary to my previous submission 11. As the NDIS is arrogantly already operating as if the bill has been passed, I feel my supplementary submission is completely justified.
Whoever created this monstrosity of a bill, whatever department or private consulting firm they came from, the NDIS is complicit in its creation because the bill is done in their name and they will enforce it. This bill will substantially contribute to the disintegration of the NDIS as we have known it. Maybe that’s the government’s reasoning behind this bill. The Labour government have for several years kept up a prolonged media campaign to the disability ignorant public about the “loss of social license” of the NDIS. They bandied the phrase about and peddled it to the media who then dispersed it adding in their own fairy tales that it costs too much. Participants like me with autism and psychosocial disability were singled out as fakes who don’t belong in the NDIS. Most participants are shonks who are rorting the system, committing wholescale fraud and using NDIS money to pay for coffees and haircuts. Ahh NO! This manufactured narrative was instigated and disseminated by the government who tellingly, have never challenged all these lies spread through the media. The government has set the scene hoping that the draconian cuts this bill allows will pass quietly and without a fuss. Wrong!
The government, NDIS and media campaign to trash people with disability has caused deep hurt, irreparable harm and long-lasting trauma for participants and their loved ones. If this government thinks we are going to get over, forget or move on from this betrayal then it’s delusional in its narcissism. It’s a massive discrimination and libel class action if ever there was one.
I have read nearly two thousand of the submissions to the Senate Standing Committee on Community Affairs, far more than I bet any politician or anyone working for the NDIS has read. In the ABC article written by Bronwyn Herbert and Rhiannon Hobbins today, Minister McAllister is quoted saying that maintaining trust in the NDIS is essential. Well … the government has completely blown that with this bill. There’s NO trust! The Securing the NDIS for Future Generations is a huge con job designed to turn Australians with no disability knowledge against the NDIS and against people with disability.
The Australian government are determined to make participants pay for the NDIS’s inability to function. This bill has NOTHING to do with protecting the future of the NDIS. It’s purely about using money removed from it to repurpose for other more desirable spending. As evidenced by the thousands of submissions to the Senate Standing Committee on Community Affairs this bill promises ZILCH future for current participants and creates and reinforces an impenetrable barrier to future applicants so total fail on the bill’s name.
The bill’s “reforms” are threats to people with disability – to their physical and mental health, their quality of life, well-being, happiness and real life. Nothing has been explained and NO detail has been provided so EVERY participant feels threatened. I think the detail is missing because the morons who devised this bill clearly haven’t thought it through, considered any of the possible risks or consequences and are making it up as they go. Does this bill honestly represent the appropriate professional standard we should expect in an important bill to the Australian parliament? Was it designed in a fancy wine bar with a mix of young public servants who are lucky enough to have no knowledge or experience of disability? Was it written on a serviette with random ideas just jotted down during a boozy brainstorming exercise about how to get rid of participants because that is

EXACTLY what it looks like. A bill that has been designed with the single aim to save money with no consideration of or alignment with human rights, disability rights, gender equality, legality, ethics or the safety of vulnerable human beings. Is this really how bills should be made up? Who are the “people” who devised this horror bill? They are clearly psychopaths. No-one else could come up with such an antisocial, harmful and destructive bill. There is NO evidence that the writers of this bill have any empathy, conscience or concern for the completely foreseeable consequences — the deaths of vulnerable people and the pain, suffering, stress, anxiety and fear caused to millions of people including participants, carers, families, disability organisations, allied health professionals, support workers, coordinators and everybody else who loves and supports people with disability. No-one in the NDIS will be affected. They’ll just have to learn a new but easier way to get rid of people from the NDIS. Easy sneazy! are these “people” so naïve as to assume they themselves will never have disability? They could be minutes away from a stroke, a catastrophic car accident, a slip on the stairs and a broken neck, plaque building on their brain causing early onset dementia, MND, MS – it’s inevitable for some. They’ll need NDIS support then unless they’re rich.
Make no mistake, the writers and the government designed this bill knowing full well what they were doing. This is catastrophic government negligence on a scale far exceeding Robodebt because the consequences are completely foreseeable. This bill is a crime against people with disability. Knowingly causing a vast section of Australia’s population this level of pain and suffering is bordering on a war crime without the war and genocide without the annihilation of one race. It’s wholesale seismic abuse on steroids directed by a government against its most vulnerable people. The NDIS and government know this bill WILL cause unnecessary deaths and suicides but they don’t care. They’ll choose to think people are exaggerating, attention seeking, have existing mental health issues but they’re wrong. THIS bill is causing suffering so great people would rather be dead. THIS bill is pushing people to the depths of despair and people can only take so much.
The bill, announced at a press conference, is useless but so very, very cruel, inhumane, dangerous and destructive. It does NOTHING to address any of the vast clearly identified and well-known structural flaws WITHIN the NDIS. It does NOTHING to address any of the substandard workforce performance of NDIS staff, the inconsistent, flawed processes and decision making. It does NOTHING about the easy fraud opportunities for fraud provided on a platter to criminals by a complete failure of the systems and strategies the NDIS were advised to implement but never have.
Read the individual submissions on the Senate Standing Committee on Community Affairs website. Read of the dreadful and mind numbingly stupid things NDIS employees have said and done to people. Are you still an amputee? Wheelchair users never grow out of or wear out their wheelchairs. An OT can teach an autistic person to be neurotypical. The NDIS sends letters to blind people and tries to ring deaf people then penalises them for not responding. Planners routinely do plan reviews WITHOUT speaking to the participant. They ring for a review disguised as a friendly” check in” dishonestly allowing them to cut plans without review or warning. Lost documents, plans with other people’s names and details, incorrect or missing disabilities listed etc. How can a government accept this sort of behaviour from NDIS staff but feel content and comfortable punishing participants with this bill? The option of leaving home and going out in the community for a few hours is a pleasure able bodied people have automatically but this bill will deny us that pleasure. We’re being told we need to settle for a 50% reduction, stay home and die from loneliness and social isolation. the Government and NDIS ignorance of disability is OUTSTANDING!
This bill sets out the rules of how to safari hunt down and remove participants from the support they need to live. Not to live a reasonable life but to live at all. THIS bill is ONLY about providing the NDIS with the weapons and power it needs to obstruct and annihilate the ability of people with disability to exist or to be included as an integral and valued part of Australian society. This bill was not designed without NDIS input. As a government agency they have long demonstrated their contempt for people with disability by their words and actions. Participants and their loved ones are viewed as dangerous.

NDIS staff feel they need to be protected from us! My goodness! Hello! Look at the power imbalance that already exists, and you can quadruple that if this bill passes.
For me personally, I am thoroughly hurt by this bill. It destroys all my hope and trust in the NDIS to support me. Labour established the NDIS, sold me the illusion that once I qualified for the NDIS I would be supported for life. Now they’ve destroyed that promise. I feel ashamed that I was so naïve and gullible to be sucked into what has become a nationwide scam. This bill pulls the rug out from my life. Successive governments CAUSED ALL the issues in the NDIS. They never put in enough rules and safeguards. They refused to listen to expert and lived experience advice. They refused to enact ANY recommendations from MANY reviews and the Royal Commission. This bill aims to deflect this negligence, responsibility, and accountability onto US. WE are to blame for everything just by being alive. The NDIS and the government’s behaviour with this bill is unethical, cowardly, shameful, and dishonest. Even if this bill fails or passes with changes, the HARM caused by the government using us as political footballs to maybe pass unpopular tax bills is palpable. Their conduct is abhorrent!
Imagine if a bill came out tomorrow changing the eligibility for accessing aged care. Now you need to be 80 years old. Everyone under 80 will be removed from MY Aged Care. If you can go to the shops, heat baked beans, knit, or play bingo, you’re now ineligible for support. They’re the type of questions we get asked.
in conclusion:
I have been psychologically damaged by the announcement of the Bill Securing the NDIS for Future Generations and the months of ableist, ignorant, and biased media coverage hanging about it. My life has ground to a halt because I don’t know what will happen to me. I make no plans. There have been consequences for my life. I feel stressed, hopeless, unworthy, anxious, fearful, exhausted, defeated, sad, alone, confused, bullied, distressed, disillusioned, abandoned, and so lonely I feel I will die soon. I’ve disengaged with my worker because they will be taken away anyway. I stay in bed a lot because there’s nothing to get up for. I have nightmares and cry a lot. Stress exacerbates my fibromyalgia and arthritis so I’m in pain 24 hours a day, and I just want that to end. I am so fatigued; no amount of rest or sleep alleviates it. I have no energy and often feel sick just from worrying. I have daily headaches. I’ve withdrawn and just stay at home now. There’s no-one to talk to about the NDIS or this bill because I have little contact with family and friends, and they are all disability ignorant. This bill makes me deeply afraid for what Australia has become. I don’t really see how I can continue to live in a country that treats vulnerable citizens in such an offhand callous manner. I’ve read the submissions. I know how people are suffering. The NDIS was NEVER designed to cause this level of intentional suffering.
i have tried to be reasonable about the NDIS for years hoping for improvement but this bill crossed the line. Shame on the NDIS and government for giving us hope then destroying it. Shame on the Labour government for creating another “class” of people by treating people with disabilities as less worthy of the support they need to live. Shame on the creators of this bill and on anyone who votes for it because they will be complicit in the deaths that result.
