i am working on a submission to the committee but i needed to send this in now because i don’t know what else to do anymore.
below is the submission i have just sent to the disability royal commission. appropriate or not i can no longer tell and as it’s obvious the ndis care nothing for participants, i have nothing left to lose. thank you, the committee members and the staff for all the work you do. it is invaluable and don’t forget that. ………………………………………………………………………………………………………………………………………………………… submission to the disability royal commission. i have already told the commission about the abuse and neglect i experience as an ndis participant.i assume the commission’s it links all my submissions and the content provided during and after my private session with commissioner .
i’d like to tell the commission what i found out today by reading an article (published october 27 2022) in the conversation written by georgia van toorn and jackie leach scully from unsw sydney and karen soldatic from western sydney university. it describes the automated decision making and the algorithms the ndia are using to formulate the plans and budgets provided to participants.a computer system profiles participants and lumps them together with a typical support packagewith a cost profile based on the participant’s age, disability and level of function. these algorithms were the shadowy reason between all of the unexplained and unjustified plan cuts participants faced during 2021 and 2022 resulting in a 700% increase since 2016 of appeals to theaat. finally the experience i had with the ndisa from 2020 to 2022 makes sense. it was obvious to mefrom what happened following my 2020 plan review that there was some computer generated plan production happening but until i read this article i had no idea exactly how far the ndis/a had gone and the level to which they have been mistreating and abusing participants. naiively i thought government would never allow anything like centrelink’s (services australia)’s robodebt scheme again but how stupid do i feel right now. i can’t believe i didn’t know this. i can’t believe everyone in australia doesn’t know this. i can’t believe the government have allowed the ndis/a so much free rein that they were ALLOWED TO DO THIS TO PEOPLE WITH DISABILITY. How is it possible after knowing of the horrendous consequences experienced by Australians because ofcentrelink’s Robodebt scheme that ANY Australian government have allowed the NDIS/A to use the same type of automated decision making to determine the support and budget people with disability get? Did no-one learn anything from Robodebt? What sort of people in government do we have in Australia that allow its citizens to be so mistreated, abused and harmed by the very department that is supposed to care for them? Did the NDIA not learn anything from the huge community uproar (and defeat) when they tried to introduce roboplanning (independent assessments) as a way of determining eligibility for the NDIS? What is going on in Australia that people with disability can be abused in this way apparently with the blessing of government?

How do I feel? Shattered. Abused. Stupid. Used. De-humanised. Distressed. Angry … no enraged. Disgusted. Shocked. Confused. Completely worthless as a human being that the NDIS/A does not even recognise how completely inappropriate it is to do this to me.
The Australian government is failing their responsibilities under the United Nations Convention on the Rights of Persons with Disability. It is government who have allowed the NDIS/A to do this. It is shameful.
