Alliance20 response to integrity measures and plan continuity

Inquiry into the administration of the National Disability Insurance Scheme Submission 28 - Supplementary Submission

Joint Committee of Public Accounts and Audit Administration - Inquiry into the National Disability Insurance Scheme – Administration of the Scheme.

Written questions on notice arising from public hearing of 15 May 2026.

1. How do you ensure continuity of care when plans are reduced or changed?

As a collaborative industry group, Alliance20 does not directly provide services to NDIS participants and therefore does not have these obligations.

Members of Alliance20 at an organisational or entity level, ensure continuity of care is maintained through structured planning, proactive monitoring, and collaborative decision-making as required under the NDIS practice standards.

When plans are reduced or changed member entities implement a risk-based approach working with participants to;

  • Adjust rosters of support, where able;
  • Explore alternative service models or supports
  • Support a participant and their family to pursue a change of circumstances or review where appropriate.

Where providers deem that an “unsafe plan” has been funded i.e. that supports funded don’t match levels of actual need – they are often left in the circumstance of providing continuity of care at the required safe levels at their own cost.

Having providers involved in planning decision making would assist planners in accessing contemporaneous participant information and reports and prevent poor decision making due to a lack of available information.

2. Are current integrity measures appropriately targeted, or do they create unnecessary burden on compliant providers?

The evidence suggests integrity measures are necessary and are broadly supported by Alliance20 members. Alliance20 supports reforms that target fraud and non- compliance. Measures that include stronger oversight and fraud prevention such as mandatory registration expansion are supported, with the key objective being to protect participants, improve the quality of services and strengthen the long-term sustainability of the scheme.
