Dear Chair, I would like to submit to you the follow points on National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024 [Provisions] for your consideration. Unregistered individuals and providers. Unregistered individuals and providers have a lower accountability to the NDIS system. Unregistered individuals and providers rogue operators are working within this realm and are scourging the NDIS. Registered providers invest large amounts of resources, money, and time to uphold their registration requirements. Unregistered providers and individuals appear, in some case disrupt participants, take the money, and disappear with no accountability. The NDIS system is encouraging unregistered individuals and providers. There could be two tears of payments one for registered providers and the other for unregistered providers, such as in the TAC system or a reimbursement when registered. Approval of NDIS plans. It would be the benefit of the participants to have their plans approved six weeks in advance of the start date. At this stage plans are often released on the due date. This allows for no planning of how-to best utilisation of the plan. The release of the plan six weeks in advance would help for planning, consultation, continuity of supports, change and looking for the most appropriate supports.
