consideration to be given to whether an NDIS participant’s support needs are more appropriately funded or provided through the NDIS, or through other service systems. A person’s eligibility for the scheme should not be dependent on which system provides that support. The scope of supports provided through the NDIS are defined through principles agreed by COAG, known as the Principles to Determine the Responsibilities of the NDIS and Other Service Systems. As you may be aware, these principles are reflected in Schedule I of the National Disability Insurance Scheme (Supports for Participants) Rules 2013 and in operational guidelines established by the NOIA. There is currently a range of policy work taking place nationally to further clarify some of the boundaries identified through these principles, for example in transport, health, mental health, criminal justice and personal care in schools. This is important work that will assist to strengthen the integrity of the NDIS, and ensure that the scheme reflects COAG’s intent
