Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

I have been a carer in the community for 7 years. I care for a lady who was diagnosed in 2005 and has a very rare brain desease called Frontal Temporal Lobia Degeneration. The lady’s name is and she does not speak and has cognitive impairment and is ACAT assessed as hire care. I am her Legal Plenary Guardian and look after her in her own home in the community. She has to be cared for and kept in a locked secure environment 24 hours every day - for purposed of protecting her reputation and personal safety.

  who is 52 years old and falls into the adult age target group between 18

years and 65 years. Unfortunately, due to Mental Health budgetary restraints and planning there are no respite facilities or gender separate adult homes, who can safetly accommodate and care for these individuals within this age group in the adult Government models and policies.

There are no respite homes for these patients because they are physically very active and very demanding. We as carer’s have been subjected in the past, when taking leave for 2 weeks of instances, where had been violently assaulted “ hit with a walking stick - bashed with a fist and kicked on the ground on 5 occasions in an aged care home secure dementia facility “.

This is not acceptable and against her human rights as a Citizen of Australia. You cannot just look the other way.These assaults were not even reported to the police, at that time. Nobody cares. You can approach Minister on this issue - I am sure she will be able to comment on what can or cannot be done for . There is just no answer to address this problem. I am going to take it up with the police because no one is prepared to answer and take responsiblity for not protecting .

The waiting period for oral dental care for the disabled is 23 months. You just cannot keep a person in pain and suffering and without remorse waiting for, that, period of time. It is inhumane. They cannot just be ignored because they are mentally disabled!!! All I can say is shame on Australia?? What has become of duty of care??

We as carers in the community, who are dedicated and love our wards are shocked and stressed to the limit at the lack of duty of care and lack of funds for the disabled.

Millions of Dollars are waisted on illegal refugees and fugitives from other international country’s, who are allowed to invade this land without remorse for our own disabled community. These costs consume our revenue, where it is needed most of all and take from our own needy. Unbelievable! It has developed into an illogical situation. Something had better be done soon about this situation as a matter of urgentcy!

The main features of the NDIS that will make a difference to the community are:

• Ensure support and equipment is available when needed,
• Better access to mainstream support and services,
• More rights for people with a disability,
• The ability to receive services when needed and in the way that suits the person

The most important services for the NDIS to provide are:

• Support for families and carers,
• Accommodation options,
• Flexible in-home/outside home respite

I support the introduction of the NDIS.

At this stage all Disability Government Services are so under funded and lack the capacity to deal and correct all the issues facing our disabled. Resorting to creating an NDIS can only help to build in some sort of new funding or capacity to address the lack of services for our poor disabled community.
