Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.
The current disability system has many problems that need to be addressed.
I have T4/5 paraplegia. My CDC package, while covering my personal care does not cover the cost of other rehab services or equipment. In order for me to leave intensive rehabilitation with the equipment needed to make me independent, all equipment (ceiling hoist, powered chair, manual chair, commode, continence aids) and home modifications had to be funded privately. There are some times when I need care which cannot be covered e.g. Hydrotherapy. This again is covered privately.
The main features of the NDIS that will make a difference to the community are:
- Ensure support and equipment is available when needed,
- People with a disability can choose the types of support to use,
- The ability to receive services when needed and in the way that suits the person
The most important services for the NDIS to provide are:
- Equipment and home/vehicle modifications,
- Accommodation options,
- In-home care and domestic assistance
I support the introduction of the NDIS.
I hope the NDIS will allow me to make decisions about the care I need and that the cost of this care will be covered. I see it operating in a way similar to Medicare. A prescription is made for hydrotherapy, continence aids, personal care and then filled by the appropriate body.
