Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.
The current disability system has many problems that need to be addressed.
Can not get answers quick enough on funding of equipment, and can not always get full funding for that equipment. Not enough emphasis is placed on the needs of the person with a disability or the carers ability to assess the needs for that equipment.
The main features of the NDIS that will make a difference to the community are:
- Ensure support and equipment is available when needed,
- People with a disability can choose the types of support to use,
- More opportunities to participate in the community,
- More employment of people with disability and less reliance on social welfare
The most important services for the NDIS to provide are:
- Therapy and allied health services,
- Equipment and home/vehicle modifications,
- Life-skills,
- Support for families and carers,
- Flexible in-home/outside home respite
I support the introduction of the NDIS.
The current system is broken and unrepairable and divided by state federal and local government issues. If the new system gets up and running with as the productivity commission says that the buck completely stops at the federal level and stops the current blame game. I have doubts that this will happen as the federal government seen set on keeping in place a system off being able to try to blame the state or local government. We need one level off management so as there is no buck passing when something goes wrong.
