Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

My nephew had a brain tumour and an operation that left him almost blind and with hypothalamus damage that means he has uncontrolled eating and so is very over-weight. He has a few hours of help provided most days and the workers do their best but are not trained. Not even one of them has basic nursing skills which he sometimes needs. I would like to see him have a lot more fun and social life with other young people and the wider community. I would like to see communal homes for just three or four young people with the emphasis on giving them a life rather than just keeping them going. Each could have their own bedsitter and bathroom with a kitchenette, around a common area with living area, barbecue, perhaps a pool. Afffirmative action so all can get as much work, love and fun as possible.

The main features of the NDIS that will make a difference to the community are:

• People with a disability can choose the types of support to use,
• More opportunities to participate in the community,
• Increased ability to coordinate services to suit the “whole” person/family

The most important services for the NDIS to provide are:

• Recreation and community access,
• Flexible in-home/outside home respite,
• Positive behaviour support and psychological services

I support the introduction of the NDIS.
