Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

I have 2 boys who are both severely autistic. I have opted to keep my boys at home and conduct their education full time myself.Trying to get funding for support was a long drawn out trial, lasting more than twelve years (my boys are 16 and 18 now) When I finally receive some funding, I lose a large chunk of it in fees to the “handlers” of said monies.?!

I have had family members who would have loved to help, but like most Australians, they have had to work at PAID jobs to make ends meet. Why could I not use my funding to provide a job and get some trustworthy support for myself and my sons? why cant I self manage.? I was a teacher for children with severe disabilities in Queensland, my boys dad is a geotechnical engineer, and yet we are treated like idiots, who could not be trusted to take care of our whole family welfare. And why the hell do we have to reinvent the wheel every time we try to access a ‘new’ government system?. My elder son, who has no speech, no comprehens ion, obsessive compulsive traits and is not toilet able, had to go for a JOB CAPACITY ASSESSMENT with Centrelink!!!My younger son, when he came of age to apply for disability support pension,was almost turned down because he didn’t have enough ID points to comply!!!…he hasn’t attended a school, had a job, opened an account with a bank…..,as a young boy with severe disabilities,no speech/comprehension,aggression and self harming tendencies, those kinds of things don’t happen) Centrelink has had reams of information about my boys, myself, my marriage breakdown, home adjustments blahblah blah, and yet those departments can’t synchronise that information to make everything easier , not just for me and my boys ,but for the system too!!

And lastly, my boys cannot vote and yet every election we end up with letters asking ’ why?’ and have been threatened with fines??? In this day and age , is it really so hard to get organised?… it would appear so. Disability Services Queensland… who are they? what do they do?what can they offer….oh, wait, when the boys were little we did get a trampoline and a swing from them…….enough said.

The main features of the NDIS that will make a difference to the community are:

• Ensure support and equipment is available when needed,
• People with a disability can choose the types of support to use,
• The ability to receive services when needed and in the way that suits the person

The most important services for the NDIS to provide are:

• Therapy and allied health services,
• Support for families and carers,
• Flexible in-home/outside home respite

I support the introduction of the NDIS. anything has to be better than the system as it stands now. families need more control,whether to ask for help with available resources, or to manage them themselves. And disability can occur at any time, one system that can help families avoid having to run around in circles wasting valuable time for their
