Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

The disability system we presently have varies from state to state and due to lack of funding with most states they do not offer the same services/facilities and therefore this can be seen as discrimatory. It also could mean that due to the lack of appropriate services in your area/state you may have to move to a state that provides the best services/facilities for your child/adult . This can be a huge interruption to a disable person’s life as well as their carers, adding extra e xpence/pressure and stress to everyone concerned as it is not alway easy moving away from other family support. Presently the disability system, due to lack of funding in all states, does not provide everyone with a disability with the necessary/suitable equipment, accommodation , respite services, choice of housing, support services, long term support for elderly parents,wheel chair access to many buildings and better education and work opportunites. etc. The disability system in its present form is totally unsatisfactory and certainly does not service the needs and opportunities for those living with a disability from day to day and also their carers who have to live with the constant daily stress of trying to cope with a severely disabled person by themselves.

The main features of the NDIS that will make a difference to the community are:

• People with a disability can choose the types of support to use,
• The ability to receive services when needed and in the way that suits the person,
• Older parents and families will not worry what happens when they can no longer provide support

The most important services for the NDIS to provide are:

• Equipment and home/vehicle modifications,
• Accommodation options,
• Case management, planning and coordination

I support the introduction of the NDIS.

Firstly I see the NDIS as a future insurance for any person living in Australia that becomes disabled unexpectedly. This will mean that they and their family will have full support that is necessary for a person living with a disability. This will enable a disabled person and their carers to have a decent quality of life for the time they need it or if necessary for the rest of their life. The NDIS will also ease the pressure and burden for all families including myself and my family of having to look after our adult son who was born with a severe disabilty 48 years ago . Parents will no longer feel “alone” anymore and importantly will no longer have the need to say “who will look after my son or daughter after we die” ? People with disabilities will have more equal oportunities and importantly will have choices and access to the things that make a huge difference to their daily lives just as non-disabled people are able to do and take for granted. The NDIS will not only h elp those people that need the support services now but will also give peace of mind for all Australians in the future knowing that full support is there if it is unfortunately ever needed. The NDIS will also alleviate the stress and

burdens that go with being disabled/carers that so many people have had to endure over previous years.
