Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.
The current disability system has many problems that need to be addressed.
I am an amputee - a lifelong, low care, and clinically well. But, I am not technically part of the disability system. The funding for my services still comes down through the hospital system. My entire catchment area has 0.6 FTE occupational therapist looking after the equipment and aids for the clients.
I fall under the banner of Home and Community Care. I recently joined this group, and had an assessment. I was not sent any offical letters informing me of this new addition to my care, and only receieved a phone call the day before the assessment. The assessment, while comprehensive, did not seem to link into anything. So, when I needed a new wheelchair, I had to go back to clinic at the hospital in order to be referreed to my local oT to get a CAEP grant. I dont think I need hospital care, I need my care to fall under one banner - one Case Manager apecialising in amputee needs.
The main features of the NDIS that will make a difference to the community are:
- People with a disability can choose the types of support to use,
- People with disability can choose who comes into their home,
- Increased ability to coordinate services to suit the “whole” person/family
The most important services for the NDIS to provide are:
- Therapy and allied health services,
- Equipment and home/vehicle modifications,
- Accommodation options
I support the introduction of the NDIS.
I welcome a coodinated approach to planning, and funding, my own care. I would like to be involved in deciding where the money available to me should go. Some things are more important than pthers, and I would like to choose what those things are.
