Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

  • The current disability support system is inefficient and ineffective in its provision to provide support to anyone with a disability; substantial unmet need, long history of inadequate funds and neglect, poorly regulated service organisations that are institutionalised, lacking community integration and customer focused service delivery.

  • People with disabilities and their individual needs are currently not central to funding allocation or service delivery

  • The current system does not provide choice or responsive service provision for people with a disability but is buracratically administered with out consideration of individual need, often cost driven.

  • Carers have no choice but to support a child with a disability for life: often unable to work, sleep, maintain any sort of quality of life because of the current inadequate disability support system in place.‘I hope my child will pass away before i do, so i do not need to worry about what will happen to them when i am no longer here’.

The main features of the NDIS that will make a difference to the community are:

People with a disability can choose the types of support to use, People with a disability can plan their lives and pursue their goals and dreams, People with disability/family will influence the types of support and services offered

The most important services for the NDIS to provide are:

Accommodation options, In-home care and domestic assistance, Case management, planning and coordination

I support the introduction of the NDIS.

  • The NDIS will provide a system of support and funds that will have the person with the disability central to all decisions

  • The NDIS will help acheive a sustainable, integrated and regulated disability service system, acheiving real outcomes for people with a disability

  • It will increase service delivery type and choice

  • The NDIS will allow people more choice and relevant and responsive supports

  • As a national scheme it will enhance disability awareness and increase community integrated service options, labour sources and employment
