Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

People who have a neurological disability are the least most likely to have ongoing service provision. Case study. 28 year old male ABI at 12yrs of age 6 months rehabilitation Royal childrens hospital. Sent straight back to school. Has ben explelled from various schools. Displayed behavioural issues. Starting smoking cannabis. 17yrs Neuropsycological assessment. 25yrs Diagnosis ABI For sixteen years there has been no service provision to assist him with support, education, employment, behaviour regulation. Has come to the attention of service providers forensically. This case is not unusual and there are more young people coming through the judicial system who have ABI’s and this is the only way we eventually find out that they have.

The main features of the NDIS that will make a difference to the community are:

  • Ensure support and equipment is available when needed, More employment of people with disability and less reliance on social welfare, The ability to receive services when needed and in the way that suits the person

The most important services for the NDIS to provide are:

  • Support for families and carers, Accommodation options, Flexible in-home/outside home respite

I support the introduction of the NDIS.

I have been a service provider for many years and the gaps within the system are huge or non extistant. There should be a national scheme so that no one will be left out of gaining the assistance that they need. This is a social justice issue as people have the right whether they are disabled or not to have the proper medical, psychosocial, educational ongoing support that is required.
