Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

Because the system has an enormous gap between those who can obtain govt benefits, and the criterion for obtaining private health care (exclusions for pre existing conditions & outrageous premiums if you need pre existing conditions covered - which is completely unrealistic), so there are many of us whose partners and families work 60+ hours a week to support the payments for medical interventions, and for fully self funded medical and allied health care. The workers compensation system leaves much to be desired in terms of its contribution to complicating these types of situations. People just live to survive, and so their futures are uncertain - no home ownership, private rental, no superannuation, no pension, paying the medicare levy, no private health insurance, having to pay for private surgeries and interventions because medicare is not available for those who should have rights under insurance schemes, so where are we to go? Why is the system still based on injury alone, instead of injury and circumstantial needs??

The main features of the NDIS that will make a difference to the community are:

• Better access to mainstream support and services
• More rights for people with a disability
• The ability to receive services when needed and in the way that suits the person

The most important services for the NDIS to provide are:

• Therapy and allied health services
• Education support (technology/services/equipment)
• Case management, planning and coordination

I support the introduction of the NDIS.

I want the current system to be completely scrapped and replaced with this type of scheme, as long as it is efficient in its use of resources, does not lose funding unnecessary layers of administration - act rather than rave on about it. I don’t want to pay extra for this system (like in the levies for green slip insurance, for instance) - I want my taxes to be used effectively by the government, for the actual good of the people. Stop treating us like this is a third world country where our taxes are for your personal and departmental gain, and spend our money on us responsibly. I need a system that is flexible for personal needs, not just based on your race, your age, your socioeconomic status, or your appearance. We have lost all of our assets including our home having to pay for an accident that was not our fault, and the person at fault has not lost anything because they lied in court. 11 years later, they were proven to have lied in their court statements, however, I still have lost everything, and I am still having operations to maintain function. Fix the system, I implore you!
