Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

As a secular community care organisation with nearly twenty years experience, Care Connect believes there is a far greater need for support and funding than presently available to people with a disability.

As an organisation that provides services across New South Wales, Queensland and Victoria we see some of our clients able to access more government funds than others based on where they live.

We believe that the current disability system in Australia is underfunded by some 50 per cent of what it needs to be.

The main features of the NDIS that will make a difference to the community are:

  • People with a disability can choose the types of support to use,
  • People with a disability can plan their lives and pursue their goals and dreams,
  • Increased ability to coordinate services to suit the “whole” person/family

The most important services for the NDIS to provide are:

  • Support for families and carers,
  • Flexible in-home/outside home respite,
  • Case management, planning and coordination

I support the introduction of the NDIS.

Care Connect supports the National Disability Insurance Scheme (NDIS) we believe it will:

  • provide equitable funding for people with a disability across all states and territories
  • provide the right level of funding to support people with a disability now and into the future
  • provide transparency for recipients and greater accountability
  • enable and empower people with a disability and their support network to take a greater role in the provision and management of their support leading to stronger outcomes.

Over the last 12-18 months Care Connect has actively supported the federal government’s Productivity Commission’s review/ findings and trial site preparations. To that end we continue to support the government’s progressive position on a national approach to the provision of disability services. We look forward to seeing the NDIS come to fruition so that all Australians who face the challenges of living with a disability can rest assured that they will be supported equally and with support commensurate with their circumstances.
