Please consider this email a formal submission by me to the Senate Standing Committee on Community Affairs Inquiry into the National Disability Insurance Scheme Bill 2012.

The current disability system has many problems that need to be addressed.

The disability system in Western Australia is I believe, better than other states but is still very inequitable and always based on presenting the most negative outlook. Far too many people miss out all together, finally burning out before attracting any attention. People who are funded (and some in WA are well funded) have to literally beg and scream and play and big waiting game before their needs are recognised. This is very demoralizing and costly for society as a whole - not only in monetary terms but most importantly for people and families who are held back and barred entry into the community by an unfriendly, inequitable and disabling system. By simply valuing each person and providing all the support necessary as a natural right will not only benefit individuals who have particular needs but will also benefit the community as a whole. A fairer system will enable all people to develop to their full potential and therefore contribute back to the community. Having a positive outlook and ensuring equity in society is a benefit to all of us.

The main features of the NDIS that will make a difference to the community are:

  • Ensure support and equipment is available when needed, More employment of people with disability and less reliance on social welfare, More rights for people with a disability

The most important services for the NDIS to provide are:

  • Equipment and home/vehicle modifications
  • Employment support
  • In-home care and domestic assistance

I support the introduction of the NDIS.

The NDIS is the best way to ensure that all people’s needs are met as and when they arise rather than responding unequally and inappropriately to people in crisis. It’s a just and fair ideal which can only benefit our society.
