The Muscular Dystrophy Association Inc (MDA) has reviewed the Exposure

Draft of the National Disability Insurance Scheme Bill 2012 (NDIS) in light of Reg. A1497Z its expectations as an advocate for those with a neuromuscular disorder “Home of MDA” and as a potential service provider. Such is the interest in NDIS that MDA www.mda.org.au client and taxpayer expectations of NDIS were provided to MDA without “Camp MDA” invitation and they are also included in the summary provided at Appendix www.campMDA.org 1.

organisation that serves the disability sector I take this opportunity to National Muscular Dystrophy
acknowledge the body of work that has been done with NDIS. Centre www.nmdrc.org
I would ask that the following general comments be considered.
That the funding of NDIS be legislated as a percentage of Gross Domestic Product rather than government variations. This will ensure certainty in the strategic planning and support to a vulnerable group within our community.
This should provide adequate resourcing to effect timely fulfillment of prescribed equipment. In my son’s case, an electric wheelchair was prescribed to meet his specific needs. The time delay for provision
was exacerbated by the cost of the wheelchair and shortfall in
government funds allocation. The Scheme provided $8,500 and the total cost of the wheelchair exceeded $26,000. Additional funds had to be sourced through other avenues.
This significant delay impacted on his and our quality of life and distracted us in having to scour the community for the funds shortfall.
That the NDIS financial year be offset by three months from the current arrangements of 1 July to 30 June in order to ensure seamless and uninterrupted service support and minimise government finance activity eddies.
That existing processes be identified for their contribution to
reduce waste in NDIS. For example:
