Committee on Community Affairs Inquiry into the National Disability Insurance
Scheme Bill 2012.
The current disability system has many problems that need to be addressed.
My disabled nieces have been waiting to move into their cluster home for the last 2 years. My sister has been promised over and over the house will be completed and has been disappointed over and over. Now Disability Services will not fund the completion of the project because it is a 5 bedroom house and only 4 people are definitely moving in. The 5th person’s family need to travel a long way to visit the cluster home so they are undecided about choosing this accomodation. This has held up the completion of the project. Nulsen is the not for profit organisation who relocate disabled people into their own homes and are being dictated to by Disability Services. They can not go any further until D.S. releases the last of the money to finish the house. This business about having the house full before they allow completion is a new thing. It used to be they would start to house people even if they had not filled up the house with clients. Now the house must be full. I don’t under stand why and I don’t understand why they move the goal posts all the time. Nothing is uniform and I have watched my sister fight for over 27 years for everything she has achieved to make my nieces lives decent.
The main features of the NDIS that will make a difference to the community are:
The ability to receive services when needed and in the way that suits the person, Increased ability to coordinate services to suit the “whole” person/family, Minimising the number of times people have to tell their story in order to get support
The most important services for the NDIS to provide are:
Support for families and carers, Flexible in-home/outside home respite, Case management, planning and coordination
I support the introduction of the NDIS.
I would support anything that would make the lives of disabled people and their families and friends more secure. To have to fight to live decently and bend to the rules of the Disability Services and government departments in general is taking people’s self worth away.
