Committee on Community Affairs Inquiry into the National Disability Insurance
Scheme Bill 2012.
The current disability system has many problems that need to be addressed.
The system appears currently to be crisis driven and funding can be a lottery. It is difficult to get good support workers who view their role as a career and the level of pay is an issue. Competency and quality of services and their staff members fluctuates significantly.
The main features of the NDIS that will make a difference to the community are:
People with a disability can choose the types of support to use, The ability to receive services when needed and in the way that suits the person, Increased ability to coordinate services to suit the “whole” person/family
The most important services for the NDIS to provide are:
Support for families and carers, Case management, planning and coordination, Positive behaviour support and psychological services
I support the introduction of the NDIS.
I support the scheme as it gives control back to the person and their family where it should be. It enables an individualised approach and capacity for the person and their family to choose what they need and how to use their funds. If implemented well it should enable people to gain the support they need in the way they want it and allow for flexibility and creativity in the ways support is used.
