Committee on Community Affairs Inquiry into the National Disability Insurance
Scheme Bill 2012.
The current disability system has many problems that need to be addressed.
The current system in Qld doesn’t enable people to receive an assessed level of support relative to their need. This support need should be re viewed regularly (partial review annually with a full review say 3 yearly) with an option for an emergency review when support increases substantially. This would need to be quantified by implementation policy. The current system doesn’t allow for support to be funded depending on need. There are people currently being funded who could be appropriately supported with less funds/hours of support. These people/families won’t relinquish this support for fear of not getting it back should their need change.
The main features of the NDIS that will make a difference to the community are:
Ensure support and equipment is available when needed, People with a disability can plan their lives and pursue their goals and dreams, The ability to receive services when needed and in the way that suits the person
The most important services for the NDIS to provide are:
Support for families and carers, Accommodation options, Case management, planning and coordination
I support the introduction of the NDIS.
People with disability (PwD) have relied on charity and/or very limited government funding for supports for the past 200 years. The NDIS will provide PwD with support options that meet their real need not making them survive on what they can get. NDIS funding spreads the financial burden across the population, not just the families/PwD supporting themselves and the very limited government funding.
