I am writing as the father of my 19-year-old son who lives with Angelman Syndrome and Level 3 Autism, to express my deep concerns regarding the proposed NDIS changes and the impact they may have on people with profound and complex disabilities. My son requires 24/7 complex care and supervision for every aspect of daily living. He relies on support for physical assistance, disability-related bowel care, communication, personal care, safety supervision, and overnight supports due to a chronic sleep disorder. These supports are essential for his safety, wellbeing, dignity, and ability to participate in the community. Our greatest concern is that changes to support ratios or reductions in funding could place my son at serious risk. Without the appropriate level

It could also result in him losing access to his life skills and community participation programs that are critical in maintaining his capacity, emotional wellbeing, routine, regulation, and quality of life. For someone with complex disabilities, sudden or drastic changes to supports can have devastating impacts. Isolation, decline in functioning, increased distress, and deterioration in mental health are very real risks. These supports are not luxuries — they are what allow my son to live a meaningful and connected life. As a family, we already carry the significant physical, emotional, and mental demands that come with providing around-the-clock care. Any reduction in appropriate supports would place enormous pressure on our family unit and greatly increase the risk of carer burnout and family exhaustion. People like my son deserve to be safe, included, valued, and supported to live with dignity in their communities. I ask that the realities faced by
