NDIS changes disregard objectives and impact on participation

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 Submission 1028

When it first came into existence, the declared intentions of the NDIS were to: • support people with disability to pursue their goals and aspirations; • facilitate participant choice and control; and • provide reasonable and necessary supports based on individual needs.

… and for the first several years it’s mostly succeeded. The NDIS has been a wonderful scheme that made my life with disability a lot more equal and let me participate in society. It makes me proud to be Australian that we have such a scheme.

It’s been clear for some time though, that the NDIS is too expensive already, and continues to grow such that it’ll be even more so in future.

I’m very afraid though, of what’s to become of the NDIS based on the changes proposed in this bill. It feels as though the objectives of the scheme have been ignored altogether in favour of budget cuts.

Worst of all, it feels as if these changes have been proposed by people without experience of living with disability.

Please scrap this bill altogether.

Restart the process by selecting a group that faithfully represents all people with disability, then ask them how savings should be made while remaining true to the original intentions of the Scheme.
