Submission to the Inquiry: The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

I have worked in the human services field for 18+ years and during that time I have worked with families with children and/or parents with disability. I do not have personal experience with disability. However, through my work I have seen first hand the difference access to effective supports makes to a family’s ability to function as part of the broader society.

I write to request a reconsideration of 25A (2) “Treatment may be appropriate treatment for a person’s impairment or impairments regardless of whether the person’s individual circumstances restrict the person from accessing the treatment.

Note: A person’s individual circumstances include the person’s financial circumstances and geographical location.”

Inclusion of this point, in its current form, has the ability to create discrimination against individuals on the basis of socioeconomic status. Limiting access to the NDIS to individuals who lack the funds to exhaust all “appropriate treatment” options will make the NDIS inaccessible for many families who would likely meet the requirements if they were provided with the opportunity. This has the potential to further deepen the divide between social groups and increase inequality within our society.

The inclusion of a clause to allow for a review of this requirement on the basis of financial circumstances would be necessary to ensure equality of access.
