Opposes NDIS Bill due to risk of reduced access and eligibility

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 Submission 1157

To whom it may concern,

I am writing as a member of the community to express my strong opposition to the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026. I am asking the Committee to reject the Bill in its current form and protect the integrity and purpose of the National Disability Insurance Scheme (NDIS).

The NDIS funds the reasonable and necessary supports people with disability rely on to live ordinary lives, and people very near and dear to me — and all across Australia — rely on NDIS supports to provide them with safety, access to live their lives, and basic human dignity.

Several provisions in the Bill would fundamentally undermine this purpose. In particular:

• The prioritisation of average cohort-based needs over individual circumstances would generalise supports across disability types without considering each person’s situation with nuance and humanity. • The ability of the Minister to set rules that effectively cap or restrict supports deemed “high cost” or “non-core”, risk reducing the growth of the NDIS by limiting what is considered reasonable and necessary. Reducing growth in this way means cutting the supports people rely on to live and thrive. • The Minister’s power to issue legislative instruments that narrow eligibility criteria creates a real risk that people with disability will lose access to what they need to live safely and participate in their communities - integral aspects of what it means to be Australian.

These decisions will have real consequences for people in every electorate, including mine. They will reduce access, increase uncertainty, and place people with disability and those around them at risk.

I am asking the Committee to:

  1. Protect access to reasonable and necessary supports and reject provisions that allow blanket restrictions or caps.
  2. Rule out cuts to eligibility and plan funding by removing ministerial powers that narrow access through delegated legislation.
  3. Reject blanket caps that ignore individual need, including those enabled by the proposed needs determination framework.
  4. Commit to genuine co-design with people with disability before any structural changes are made.
  5. Focus reform on fixing system inefficiencies, not cutting supports, including workforce shortages, administrative delays, and provider market failures.

The NDIS must be strengthened. People with disability deserve a system that sees them, hears them, and supports them as individuals with dignity, and as Australians.

Thank you for considering this submission.
