Submission 1246 — Mr Stephen Abbott — NDIS Future Generations Bill

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 Submission 1246

My name is Stephen Abbott and I had guardianship of two children with disabilities until they turned 18. One now lives in Supported Independent Living and I’m greatly concerned about his future with the proposed legislation.

In particular, cuts to Social and Community supports will severely impact his ability to get out of his accommodation and participate in outside activities. He needs ALL of his current supports. He also needs his support coordinator to be able to recommend a wide range of providers to supply these supports. Whilst I don’t have a problem with all providers being registered, I do not not want to see heavy impediments to quality people becoming registered. There are good people who do not have a qualification who are excellent at what they do.

As someone who has had to fight for adequate supports through the AAT, access to reviews is of utmost importance. The suggestions being put forward by the NDIA prior to our AAT appeal would have seriously put one of these children in significant danger. Only the tribunal was able to prevent this. Plans MUST be tailored to the individual and the review process is essential for the safety of people with disability.

This bill needs to be seriously reconsidered. The original charter was an excellent founding document for the NDIS. Please be consistent with it.

Kind regards,

Stephen Abbott
