Please may I suggest that NDIS clarify who they are supporting and extent of support?
Those cognitively/physically impaired to the extent they require assistance in order to survive are not doubted to require support.
Recoverable conditions such as Backpain, Obesity etc - being medically treatable - may need to be reconsidered for temporary rather than indefinite support.
Process suggestion:

Those with disabilities which preclude them from looking after themselves, be housed in larger residences - for recipient and worker security and economy of scale.

A Medicare type process for those with disability and able to select electronically/or have a family member to procure services direct from a worker (on NDIS listing).
Carers, cleaners, support providers, taxis, supermarkets etc are screened prior and registered (same basis as doctors, dentists). Available for electronic selection by recipient.
- NDIS/Centrelink staff, rather than service providers, allocates funding for care/support hours for each recipient for each activity—based on doctor/professionals’ direction.
Meals, snacks, toiletries, clothing are procurable from stores online. It would be possible for NDIS to establish a standardised methology for recipients to procure direct. This is also applicable for services, such as hairdressing, pedicure, taxi.
On this basis, delivery would be auditable, expenditure ascertainable.
