National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 1759 Dear Senators, I am very concerned about proposals regarding Section 4(1)(b), which would amend subsections A and B. The bill proposes significant changes aimed at securing funding into perpetuity through an insurance model while ensuring sustainability over time, but it does so without addressing several critical issues:
- Eligibility: The current proposal restricts eligibility based solely upon conditions leading up to access under this scheme—multiple disabilities cannot be considered collectively within overall functioning capabilities;
- Functional Capacity Tests & Algorithms: Concern exists surrounding new functional capacity tests where individuals may appear capable in theory yet face daily fluctuations impacting real-world performance if left unsupported indefinitely or removed from schemes altogether due entirely to algorithmic assessments with no avenues available should one disagree.
