National Disability Insurance Scheme Amendment Bill

Submission: Submission-1764

Request Against Proposed Changes

As a person supported under the NDIS since five years ago, i strongly oppose this bill’s proposed changes. The new rules regarding participant engagement require significant compliance efforts which could lead to vulnerable individuals losing access to necessary support services due to communication impairments or other disabilities.

communication requirements on their behalf. This means that the people who rely most heavily on the scheme are at the most risk of having their supports cut off through no fault of their own.

Changes to plan reviews are reassessments:

it is absolutely essential that disabled people are able to adjust and update their plan as needed, or as their circumstances change. When I wanted to return to university, i requested a change of circumstances in December so that i would have a new suitable plan in time for uni starting in March the next year. The change of circumstances review took so long that when the May census date came around,i was still waiting on the change of circumstances which meanti hadto defer studyingforthat semester. This happened during two different semesters ,so nowI amayear behind .The other factoris thate oftenplanreassessmentsareneeded due tousing service providersthathavedone therightthingandcausefundingtobe depleted against our wishes. When thishappened tomeimwasnotatfault. However,Iwasmyleft withoutessentialsupportsformonths. What needs todo instead:plans should be aliving documentthaisablebe updated anda nd adjustedas needsto ensurepeoplehavecontinuityof care.Having any small adjustment toplan trigger an entireplanneressment meansdisabledpeopleresulting from essentalsupportsbecut. If participant’s plans were flexibleanda ccessible, would havetheenabling my independence ability accesscommunity, because can’t risk reduction capacityresultedfrom essential supports being cut. so that society understands that our basic dignity and care needs are not optional extras. If normal everyday thing able person go café weekend why would a disabled doing same be considered support okay? We have unique individual needs should treat everybody because financially convenient Participant well being priority budget changes will reduce quality life put at risk extreme harm Our recommended reason they’re not optional If community access funding cut start deciding between university picking medicine buying groceries attending medical appointments allied health appointments can’t use blanket approach everyone uses differently Automated administrative systems: Trying remove human empathy decision making process lead terrible outcomes Two people diagnosis listed impairment different support A machine really understand complexity these variations Everyone deserves plan fit personally specifically generic even within diagnostic groups need all same Due needs accounted properly spending substantial portion own money (which don’t lot DSP) supports NDIS previously covered means extremely tight budget isn’t enough cover things I’m having make difficult decisions like specialist see neurologist cardiologist now way save up to access specialists Medicare These new constraints also meaning ration non-PBS medication prescribed my specialists This is negative impact on quality of life because DSP below poverty line no room accept additional disability related financial responsibilities The was created so could access the we every cut mean choices leave desperately needed NDIA reforms:The lack clarity future NDIS supports incredibly destabilising stressful for participants New planning method seems exhausting, stressful unequal It’s trials excluded nonverbal people inaccurate representation collective concerns with feedback program limitations inaccessibility collected excludes many crucial experiences Many

NDIS participants may not be able to communicate verbally within these limitations, meaning that those who need the supports the most will be less likely to be heard. I suggested that support coordinators and/or care team members be allowed to be involved in these discussions to help aid the communication process, as well as allowing other methods of communication other than just verbal answersso morparticipants areableto contribute.Themore accessible themodeofcommunication, the moaccuratedatawillbecollectedasparticipanstwillbabeabledtoprovidemoredetailed, intelligentanswersquestionsthanifthey’reforcedtocommunicateinamodethatis inaccessibletothem.
