  • AR also has concurrent ADHD, and a borderline Intellectual Impairment (IQ just above 70). He presented at school with significant learning difficulties.
  • AR left school at the end of Year 10, being unable to tolerate engaging with school, and without adequate NDIS supports and funding, he remained in severe Autistic Burnout for more than 3 years.
  • AR requires extensive NDIS supports, including therapies, support coordination and support workers (daily living and social and community participation), and employment supports (support workers, employment readiness capacity building). With these extensive supports, he may be able to work part-time in supported employment in the long-term. He risks losing these supports with the new legislation and will go backwards.
  • AR currently has a good NDIS Plan with sufficient funding to meet his needs. Prior to this plan, created in November 2024, he had the same NDIS Plan funding since 2019, which was grossly inadequate to meet his disability support needs.
  • With the new legislation, and NDIS Participant reassessments, and tightening of access and further restricted approved NDIS supports, AR’s trajectory once again looks grim – if his supports are significantly reduced, particularly Social and Community Participation and Capacity Building funding, which is highly likely, he will not become a productive citizen. The difference in AR’s progress towards independence is astounding since he has received his November 2024 NDIS Plan with good funding -his trajectory towards becoming a productive member of society is significantly greater because of the increased investment in his disability supports. Without this, do not doubt AR would have deteriorated after leaving school with few employment prospects in future, and reduced independence skills, with poor wellbeing and mental health.

Personal and Professional Impacts on My Children and on My Carer Role Due To The Proposed Legislation Changes:

All three of my children individually present with highly complex functional impairments and disability support requirements. Combined my three childrens’ support needs create significant unsustainable carer load It incumbent on NDIS based its ‘original intent’, provide supports for my children beyond what normal parent would provide their same age -NDIS currently doing sufficiently changing definition parental support it impossible obtain supports than typical parents. NSDS funded Respite/Short Term Accommodation tightened legislation as Support Worker hours reduce my burden burnout enabling earn through employment boosting Superannuation assisting family cost living crisis This even further away now proposed changes Carers Gateway only mainstream option emergencies inappropriate most situations suited to individualised support needs proven impossible staff citing having no funding left respite or respite.

  • My intensive and unpredictable carer responsibilities impact my employability,
  • which forced me to start my own business in NDIS, being the only sector that financially viable compared to Private Health Insurance, Medicare, DVA or Privately funded services – most people can no longer afford to pay a gap, and mandated DVA bulk billing below service costs. • NDIS, being market stewards, strongly encouraged people like me do NDIS work; having remained unchanged for years; now legislation reduces rate further below service costs removing small businesses from NDIs favoring large corporations causing mass unemployment & reducing choice control over children’s access trusted exceptional supports taking considerable time effort trial error finding larger organizations are impersonal with unreachable corporate managers decision makers don’t care about us our kids employees contractors frequently move jobs new allied graduates minimal support supervision inexperienced workers. If this passes again have lesser quality supports if children receive funding based on proposed legislation smaller sole traders because trust relationship easy access owner discuss issues legislation creates barrier ensuring quality accessible NDIS registration does not ensure quality safe best use of funds due role having little/no income superannuation scared future NDIS other Government Agencies help address needs Carers budgets rarely consider/address needs Carers provide ‘slave labor’ contribute massively GDP. Most budget items make carer lives worse This is different reduced NDIS access support funding adversely affected after participants mostly women Labor purports supportive but will drive back home out employment increased exposure abuse lost skills loss income/superannuation financial vulnerability chronic disease mental health presentations wider public funded services SICK OF IT!!!   • Income Protection insurance is depleting his Superannuation at an alarming rate due to this high risk, and if needed, will not replace his current income which we are highly reliant on.
  • I am unable to get Income Protection insurance due to my poorly treated chronic conditions, and inability to consistently work in my business for two consecutive years, with very poor income • I no longer can’t be working within NDIS Occupational Therapy Business as sole trader because it was flexible around carer responsibilities but now market changes driven Labor Government (NDIS Market Stewards), legislative changes mean retraining other sectors or giving up AHPRA registration recency practice requirements HARD degree skills development all prevented earning decent wage most other sectors remunerated extremely poorly found recent Fair Work Commission Allied Health Professionals underpaid women mostly • Not eligible any government benefits except Carers allowance $77/week per child does remotely lost income lost superannuation assist address chronic health condition meet needs disabled children/family • No supports services available when age remove carer burden what happens die they’re provided sufficient NDIS support life worst fear legislation after cannot be a carer death difficult come by impossible In the proposed NDIS Legislation Amendment 2026 totally oppose:

Significant increase Ministerial powers modify NDLS legislation accountability checks balances genuine co-design layers disability community parliamentary oversight proposed powers are ableist enable discrimination and breaches create significant disadvantage people disabilities particularly live remote regionally financially limited.
  3. Use modified I-CAN CIQ-R similarly standardised evidence-based assessment for Support Needs Assessments.

The use of non-evidence-based Support Needs Assessments bys non-clinical NDIs Planners, to determine NDIS Plan Funding where tool biased towards physical disabilities. The original assessments require completion Allied Health Professionals; modified versions need qualified clinical oversight because it’s not now standardized or evidenced based Brief training planners dangerous to participants.

The bill aims at securing future generations’ benefits in employment opportunities specifically targeting women while preventing potential harms identified through a previous royal commission. These cuts predominantly affect female carers who will exit their workplace/income opportunities; return home leading into isolation exhaustion increasing vulnerability towards domestic violence financial coercion reducing earnings and Superannuation thereby enhancing inequity and reliance financially upon partners which may lead them toward homelessness.

The Government placing political policy ahead:

The Government should ensure citizens affected by new or amended legislation are deeply and genuinely included in co-design of the development of this legislation. The proposed legislation itself has removed access to fair processes, appeals; ability to appeal all decision making; easily obtain advocacy/representation to participate in Reviews of Decisions & ART but government full legal assistance spends millions on representation against unrepresented participants. And still - NDIS found made incorrect decisions most cases don’t settle beforehand. it is terrifying government plans reduce powers from July so further eroded participant rights. Mark Butler MP also stated at his Press Conference Federal Court creates ‘barriers’ NDIS reform cuts which means he anticipates likely illegal best way prevent these barriers is reducing their power force remove aspects legislation wouldn’t surprise me if coming next.

Section: Use of Redbridge Group before NDIS Review completed

The use of Redbridge Group to advise on public narratives supporting cost-cutting policy was done BEFORE the Bonyhady review concluded: The agenda from both Labor & Liberal Coalition has been consistently aimed at significant cuts since years ago, suggesting their strategy involves designing cutbacks first then finding justification later if needed; otherwise making up data or misrepresent it; misleading stakeholders through fake independent pricing reviews that render services financially unviable in favor of preferred providers when direct proof is lacking; pushing out marketing firms to create supportive stories while ignoring full facts; distracting with frequent system changes, discrediting key supporters among stakeholders who are not informed about true intentions behind these actions; frequent biased stakeholder consultations leading nowhere as feedback gets ignored after exhausting participants’ patience by short timeframes; collaborating only within reform-supportive groups bound under confidentiality agreements, falsely claiming community support without genuine consultation process; almost always culminating into submitting legislation amendment bills so cruelly violating rights and enabling government control over NDIS processes. This results in long submissions like ours for Government benefit rather than participant welfare.

Australia can easily afford it - NDIS is cashflow positive for the economy. There are many other areas that, with political will,savings in the budget could be made- instead of harming NDIS Participants with cuts to their direct services.HANDS OFF!

The Government is effectively removing ‘support for life’.

The Government’s lack of transparency without means to compel it.

The government frequently denies FOI applications or sends them heavily redacted, avoiding scrutiny, transparency, accountability, The Government yet releases original Independent Pricing Report hidden under ‘cabinet privilege’.

Believe misrepresentation about NDIS through misinformation manipulation data withholding full context weakening their assertions. Ministerial protections mean people with disabilities cannot seek justice due dodgy deals defamation certain types services causing harm stakeholders.

The Minister’s protection prevents seeking justice from big business defaming professionals or services harming stakeholder interests.

The Government lacks genuine co-design disability community:

  • Engaging large providers benefiting future contracts; Excluding opinions disabled Peak Bodies Advocacy organizations; Using Non-Disclosure Agreements reducing transparency increasing amounts refusals FOI applications.

The Government uses phrases such as over-diagnosis return scheme mild moderate developmental delay autism fraud grifters rorters scoundrels etc., which are largely unfounded non-evidence based misinformation inciting public suspicion hatred for individuals and Providers.

Fraud minimal – only convictions date expenditure on crackdown approaching $900 million more planned next budget recovered funding around $133 billion. This does not include potential recoveries missed because Participants may submit claims (which might be fraudulent) often closed without investigation. Key life transitions - starting school, leaving school, starting tertiary study, volunteering, getting and keeping a job, getting married,

pregnancy, having children, ageing, menopause, losing parent carers, family estrangement, experiencing serious health conditions (cancer, autoimmune), adjusting to a new disability (e.g. amputation) etc are very important considerations when determining functional capacity and support needs for NDIS Plan Funding allocation purposes.

NDIS Planners ARE NOT A SUITABLE REPLACEMENT TO CONDUCT SUPPORT NEEDS ASSESSMENTS compared to qualified, ethical and independently Registered and monitored Allied Health Professionals:

  • 3.12 - NDIS Planners do not have clinical expertise to accurately assess the impact of disability on Participant functional capacity. Brief ‘training’ of NDIS Planners by an internal Allied Health Professional does NOT replace 4 years of university and multiple years of disability experience.
