I think self management should not be an option as it is too easy for funding to be used fraudulently. People can claim any funding at any time for anything they want and wrong claims are only discovered if they are audited which most people never are. While making everyone plan managed won’t stop all the fraudulent claims. It will definitely stop a lot and make it harder for those people who are doing the wrong thing. I have heard of people altering invoices or making fake invoices to claim money for themselves. Eg support worker sends invoice for $200 the participant or nominee alter it to $400 and then when they receive the money they pay the $200 to the Support work card and keep the extra $200 for themselves. Or they just use the support workers details to make false invoices and claims. I also know of many cases where one person in a family has NDIS funding, but that funding is used for other people in the family. For example, one child has NDIS funding and that is used to pay for a Support worker for all the children in the family a.k.a. free babysitting. I believe everyone should be plan managed and all invoices verified with the provider and approved by the participant or nominee before being claimed and paid. This would prevent most , but not all fraudulent claims. Plan managers should confirm with providers What Support is being provided and to who, and make it clear that the funding cannot be used for other people in the family only for the funded participant.

Blanket cutting of budgets will cause serious harm. Loss of 50% of social and community access funding will have a drastic effect on the life of many participants. There are many participants that cannot leave home and access the community at all without Support. There are also participants like my son where that Support is needed for him to access the community in order to keep himself and others safe. Cuts to funding cause these people to be isolated and stuck at home, or for an increase in dangerous incidents where people are injured. I do believe in most cases children under 10 , maybe even 12 should not receive social and community funding as it is normal parental responsibility at that age. But teenagers and adults who can’t safely access the community without support should receive adequate funding to do so.

Do not kick people off NDIS without adequate alternative supports.

Both myself and many others would not cope if they lost their supports. I agree there are many on NDIS that shouldn’t be. I know of some people, adults and children with a minor disability that received automatic acceptance on the scheme but really don’t require support.

I do believe all support workers should be registered, monitored and overseen by a governing body.

It is shocking that anybody can do Support work, caring for Our countries most vulnerable people, and the only requirement is a working with children check and ABN. Almost anyone can do it. These people with absolutely no training or experience can claim the maximum rates (which are ridiculously high) for minimal work. I also believe there should be tiered rates For Support work where people doing significant care for example toileting, peg feeding, wheelchair transfers, managing violent behaviors should receive the maximum rate, but those doing lower level care should receive a lower rate. Many with significant care needs find it hard to find support workers as most want an easy job that they can still charge max rate for. You would not allow totally unqualified people to work in childcare or schools(teaching), yet it is allowed in the disability sector. All Support workers need to be registered. Not just the ones you have indicated. As well as being registered there should be compulsory training required and they should be overseen by a governing body.

Please fix the NDIS and deal with fraud without punishing disabled people and reducing their quality of life.
