Introduction: My Background
I am a person who has had a life-long disability caused by contracting polio as an eleven month old infant. The onset of the disease left me with a loss of 80% muscle capacity and has had a dramatic impact on my life since childhood.
Over the last few decades I have experienced PPS (post-polio syndrome) with further reduction in physical capacity, and as this condition is degenerative, my future independence and quality of life are severely threatened.
Currently, I am a self managed NDIS participant and since I joined the Scheme in 2018, have had the level of support that I have needed for a long time prior. The support has been life-changing, I have been able to increase my activities at home safely and the NDIS supports have also helped me to access the community, work, therapies light recreation and attend medical treatments or hospital stays.
My Main NDIS Goals:
- I want support to manage my safety, independene and self-care tasks such as showering, dressing, grooming and toileting
- I want to maintain my physical capacity in my home environment, in the community and in my work
The Proposed NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026
I have grave concerns about this Bill overall as it seems pitched to withdraw supports for many people with disabilities and remove the guardrails around self determination, choice and control.
In this supplementary submission I wish to assert my deep apprehension about mandatory registration of providers.* At the same time, I support the strategy to clear the NDIS of fraud and criminal exploitation.
However, I am worried that my support team for Assistance with Daily Life, will be badly affected. It has taken many years for me to establish an excellent team of support workers who have adapted so well to my needs on a daily basis. They are all fine-tuned to helping me domestically, work-wise, and assist with medical appointments. Without them I would be unable to achieve basic life activities.

Being self-managed I have been able to develop a small network of support workers who all have ABNs and are sole traders. This arrangement is efficient and we manage very well, even though my funding was recently reduced in this area.
Having had the experience of agency supports I can emphatically say that this has not been satisfactory for the following reasons:
- Rapid staff turnover
- Restricted timeframes for service (only require one hour but agencies will only provide service for 2 hours and sometime 3 hours)
- Support workers not suitable for my needs
- Having to rely on support workers who are not capable of the task
- Misery of depending on supports for personal care who are not suitable
- Agency support workers often exploited by the agency in payment or unsuitable placement
Also, we NDIS participants have not yet been informed about this rule and what costs are expected from us if we choose to retain our chosen and dependable support workers. This is so important as we spend much of our time with these people and if we are not comfortable with our support workers then our quality of life is very much diminished.
This cannot be stressed enough. I urge the Committee to give the issue full consideration and make positive amendments to Schedul 2, Part 1 of the National Disability Insurance Sheme Amendment (Securing the NDIS for Future Generations) Bill 2026.
