Submission on the NDIS Amendment Bill
Name: redacted I am an adult participant.
As I’m advocating my daughter’s whole journey with her NDIS and being part of it since birth, it worries me greatly about this bill affecting funding well-being negatively impacting every aspect of daily living if implemented as such. She can’t express herself so I fear regressions from progress made.
My overall position regarding this Bill:
Do not support! The NDIS has numerous requirements/rules adding more pressure/stress for participants/families. Government wants money back but hurting those designed for. It was meant to give choices/control individualised support full participation integration. New BILL makes these harder achieve.

Loss of supports - NO SUPPORT means NO hope of friendships, study/ training/ job. It means being unable to learn new skills in a supported way. it means decreased quality of life.
Community participation - THIS IS A HUMAN RIGHT! Less community support is
taking huge steps backwards.Why shouldn’t disabled people be able to go to a park or\na coffee or movie.The NDIS doesn’t pay for the coffee or the movie,
you supply them worker so my daughter can GET THERE & BE SAFE to see a movieor havea drink.To ensurethatthepeople servingher aren’t ripping off heroff ,orthatshen isn’tbeing discriminated against ortaken advantageof.She has difficulty even sayingthedaysoftheweekin order,&can’ tsaythemonths o ftheyear &without someone there with her,person prey on here(has happened MULTIPLE times).She cannot use publictransportonhery ownordrive herself places,she istotally dependent int his areawhichis notachoice she made. She wants tobeableto gout &see things &dothings justas everyone else does.
Crisis / “not contactable” rules – Peoplewith disability especially those wit h cognitive impairments are no l able todo this.Familiesare already stretchedt o th e limits,(evenwit hsupport).
Eligibility/ assessment changes– hard enough tob ea ccepted now,fewer &fewer
peop le willhave access help they need .
Automated decision-making - NO individualism,NO acknowledgement of interplay
of diagnosisorthet impacts all areas life.
Funding/ministerial powers- This creates fear& seems like government want control lives disabled people since providing support.We provide thesupport so we have right dictate how you live mentality.
Foundational supports/system chang es-isolation ,non-individualised plans,no choice &control.
Cutting participants socialsupports is INHUMANE.EVERYONE NEEDS connection
w ith others.Support meansthose who disabilities remain inside homes or even institutions where hidden away UNABLE to getsocial interactiontheyneed.My daughter can’t drive.Withoutsuppor ts he would be room on her a device by herselfor with family.

Participants lives change & plans \(funding should be REVIEWED\ not automated Each person unique needs; reviews need take into account capacity/ function situation rather than basing funding on diagnosis alone The reviews should onboard recommendations evedence REDUCE amount appeals currently flooding system NDIA millions pay lawyers fight participants when appeal plans decisions My lived / professional experience My daughter had many admissions hospital during periods unable attend usual appointments will NON CONTACTABLE While she does support coordinator public guardian sometimes delay notifying full attention our daily Due daughters LIFELONG IMPAIRMENT Unable manage her herself She team help ensure what she needs support coordinator guardian trustee etc thing government completely fails understand that people with complex diagnoses are COMPLEX NEEDS Her both medical disability and mental health related One in isolation THIS NDIS FAIL acknowledge support new bill make worse already Eg OT recommend physio NDIS refuse fund state heath related We go to Health they say doesn’t qualify for physio ask NDIS OT recommends psychology NDIS won’t fund psychology & state is Health’s responsibility Health says can provide X sessions but after we use NDIS (NDIS DON’T fund psychology) My daughter has NO funds private psychologist due cognitive impairment mainstream ineffective as public trained Cognitive my daughter has Daughter modified programs courses huge hurdle space Any support now BATTLE approved Disabled families spend much time jumping hoop after this bill bring even more Every 2 years have an OT report done requirement proves again daughters disability & her functioning extremely detailed through each plan reviewed submit multiple documents evidence WITH recommendations very applicable improving quality of life yet MOST rejected scheme FAILS interplay between physical,mental psychosocial wellbeing suspect never read the submitted Currently funded worker participants although letters documents evidence why requires ignored cannot imagine looking

after my daughter along with another participant. The NDIA stated “we are willing to migrate the risk”. The new bill will make EVERYTHING harder for my daughter, from applying to receiving the support she requires daily.Her quality of life is greatly affected\nto point I likely unable work.How can hold job when \nday?Note not physical support,she eat walk talk.I add daughter restrictive practices in place if her hours cut this mean would move home(to house)unable live SIL.Family is best place adult as behaviours impact relationship while doesn’t here we healthy relation.Apart family &her workers,daughter friends online but face-to-face.My already isolated due disability less support further isolate am financial position care our family needs earning income.

If any company is being used for NDIS funding in regard to support, they MUST BE registered, do training and prove they are legitimate. Support workers should be TRAINED ↓ qualified that would be more “value for money” it would weed out those that just want a quick buck while they sit on their phone rather than quality support. Stop making clients prove over ⇨⇤overtheir DISABILTY. Stop making clients have functional reports UNLESStheN D ISare willingto implementtherecommendationsthe reportsonlyifnothingisimplemented, a better ideawouldbehaveafunctionalreportdoneeveryyears&sooner if changeincircumstance. AllowFAMILIEStoBePAIDtocare inplaceofsupportworkersifa familywoulld likethat.THIS woulsavemoney.Somemayfamiliescarefortheirlovedone,ifywerepaid properly,ratherthancompanieswhochargehourlyratesandskimfundingsupport. Participantsplans MUST bereviewedbyrealpeople.Thesepersonsshouldhavagood understanding of disability & complex needs. ThisshouldNEVERbeautomated as every person ist unique.Not only thisbut there must also bavenuesappeal decisions.The NDIS wouldSAVE moneynot many people didn’t need to APPEAL theiplans&berejectedrequestingthingswillhelporecommended by aqualified professional.
Final statement
I ask them committee consider my lived experience when reviewingthis Bill & reject changes.Disabled people are already disadvantaged & thisBill will make their lives harder η taking step backward.Harm will be done most vulnerable in our communities.
