National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

To the Community affairs legislation committee,

I am writing to you today regarding The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 and my concerns regarding the legislation put fo1ward within this bill and its direct / cascading impact on aheady at risk communities.

Firstly; The bill itself has not allotted for appropriate time for communities, businesses, organizers, paiiicipants Etc; To be notified or respond to these changes.

Secondly; The provisions within this bill clearly indicate a mai·ked shift in ideology regarding the NDIS as a whole. From the new definition of ‘functional capacity’ to the amendments made to the ‘eligibility test’ this bill puts quality and care of life for disabled people at risk and actively takes bodily autonomy away from disabled peoples and may force them to undergo unwanted medical treatments that they may or may not be able to afford in order to continue receiving NDIS assistance regai·dless of medical advice.

Thirdly; The new legislative powers given to the health minister under this bill and the bill itself is executive aggrandizement in nature. It simultaneously grants the minister new powers to cut paiiicipant funding and expand the use of automated decision-making with no recourse for appeal and in disregai·d of medical expe1iise.

In sUilllne1y this bill will only fmiher compound disparities within our health care system and will dispropo1iionately effect disabled, poor and at risk individuals and fainily’s. It is at this point that I would like to highlight that the the NDIS exists to give individuals rights, choice and control back to disbaled people and to support and fund disabled people. Instead this bill institutionalizes ideology that is inherently eugenics based. If we leave our most vulnerable people behind to die what does that say about us as a nation?
