National Disability Insurance Scheme Amendment Bill Submission
This submission outlines the transformative impact of adequate trauma-informed NDIS funding on my life contrasted against years of systemic failure within health disability sectors It highlights how current administrative focus “sustainability” often ignores massive cost-offset provided by community care identifies provider accountability rather participant eligibility primary area requiring urgent reform. 1.In 2024 after lifelong struggle finally received funding support were adequate for my disability traumainformed The results been lifechanging:
- After history neardaily selfharm now over days selffree longest period since early adolescence - Moved from being revolving door patient contributing member society founded NotforProfit organisation engaged both volunteer paid employment Before inadequate funding experienced documented admissions single acute admission involving police ambulance emergency physicians surgical teams nurses etc which costs state significantly more than proportional share yearly NDIS budget Investing NDIS community is direct costsaving measure healthcare justice systems Removing participants does not save money simply transfers larger bill to expensive government services Community gives quality hope dignity
My experience demonstrates greatest threat sustainability participants lack oversight regarding providers Example lived four different SIL providers experiencing: Providers placing me vulnerable position living environments coresidents used illicit drugs methamphetamine stole significant amounts

money without explaining prior risks impacts to my support possibilities this arrangement.
- Where provider committed fraud across NDIS Veteran Affairs Medicare before fleeing country.
- Being left hot water four months working stove over year living cockroach flea infestation.
- Experiencing emotional physical sexual violations staff.
- Forced into ratios did require approve counterproductive well-being subjected unauthorized restrictive practices even having a provider try obtain guardianship.
- When providing reviews & comments on providers’ profiles they turned defamation letters inbox. In one instance provider negligence led mental health crisis resulting arrest three days corrections Despite billed ratio during time received zero support while in custody.
My Recommendations Beliefs:
Based lived experience urge Committee Government consider following: Participants not cause its “unsustainability.” Need protected, Providers need held higher account if means Provider more rigorous auditing systems prevent fraud abuse do so Complexity makes impossible participants know rights or escalate concerns effectively Complexity breeds exploitation Additionally current complaints commission dehumanising participants often meaning give up because our complaint adequately handled heard Success of plan due quality funding nature Support Person-centered care only way achieve long-term participant independence system sustainability Conclusion

No one is immune from getting a disability; it’s the one minority group you will most likely enter in life. I ask that the Government and Mr. Butler to consider what they would want for themselves or their families in this situation.
Adequate funding gave me my dignity and my life back. For the first time, I have a life worth living. We must ensure the NDIS continuing to provide this hope by fixing the providers and processes, rather than penalising the participants.*
Sincerely,
