National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 2604
Hi,
I have autistic kids and this is my perspective
-
Rorting of NDIS occurs at both levels- participant level and provider level.
-
To fix the Ndis I personally believe you can’t just cut participants off and use thriving kids as the solution.
-
You need to address the insane price caps you set too. In 2019 I took my son to private speech therapy and paid $95 for a 45min session. Under ndis I’m being charged $193 plus planning time. When ndis stopped providers from charging the max rate for travel the next week I was sent an email from the owner of the speech therapy business saying they are increasing planning time by 5 mins.
-
I have friends whose level 2 autistic kids gets 200-300k each. These kids were in mainstream school. I literally laughed on the phone when the mum told me- I responded with “ how the hell do you do you spend they all?”. Meanwhile my child’s initials were 22k and 14k respectively
-
Self managed plans can be dangerous- participants are self interested.
-
There needs to be guard rails- I personally would like to see any level 3 autistic person or severely disabled person who is in public- the SW must have a badge and members of the public are allowed to ask to see it or take down the details. The number of awful things I’ve witnessed in public and I’ve reported this to the Ndis before is outstanding. I’ve seen two SWs chatting about the disabled man in front of him at the zoo where one said “that’s the only word he says- backpack” as he was saying it on repeat. I’ve seen a distressed woman at the pool knock over her own water bottle to get the attention of the SWs who were chatting away because they weren’t doing their core job. I’ve seen two SWs sitting on the bench at a pool and the didsnled women alone in the water-I highly doubt they was where they were meant to be. I think at least one of them was meant to be in the pool given she had physical impairments. I’ve wanted to report each of these SWs but couldn’t as there was no badge. I’ve seen a man be rude to the disabled client while waiting in line at a cafe. I’ve seen a person in a wheelchair who couldn’t move or speak he placed in the hot glaring sun for an extended period of time. Members of the public are witnessing this stuff and we truly are horrified. And it’s causing us trauma.
-
I’ve seen providers charge high fees but refuse to employ a receptionist
-
I’ve seen parents complain about provides who get millions in government funding and it feels completely wrong what these parents are telling me about this provider.
These are my solutions
-
Ban all self managed plans
-
Use item lines like Medicare does
-
Reduce the price caps for all Ndis things
-
Deal with provider fraud
-
Set limits around how providers charge for travel, reports, note taking. Etc Sent from my iPhone
-
Address the issue of self interested providers who are essentially money grabbing The ndis is completely broken in my mind and I would personally like to see it thrown in the bin and start again from scratch. That’s unlikely so- There needs to be better guard rails up- the

problems come from providers and participants. It’s bi-directional.
Don’t just throw participants under the bus. Also address the provider issue while you are at it. Don’t let organised crime into your ndis.
A big issue for me is this-it’s so bloody easy to commit fraud. I don’t because I actually have a really good moral compass. But I see my friends doing stuff that doesn’t sit well with me “ I’ll pay it back if I get audited” doesn’t sit well with me. Or knowing a person who writes paper copies for the SW and sends that to NDIS for reimbursement. Or the SW whose friend is a participant and so they go to the SWs holiday shack together on weekends and the SW gets normal hours plus receives income from the STA accommodation. These all feel wrong to me.
