Submission 3013 — Name Withheld — NDIS Future Generations Bill

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 3013

I am a disability support worker, and have multiple friends and loved ones who are NDIS participants. I strongly oppose the changes being proposed in this bill (The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill).

This bill does away with everything the NDIS was introduced to address. The changes proposed in it, particularly the ministerial power to significantly cut down participants community support, the increased administrative and compliance requirements and the changes to reassesments and plan reviews, deny people living with disabilities of basic agency and dignity. I work with a participant who before the NDIS was forced into aged care and group homes as a young adult, and was regularly abused and neglected there. The news of the NDIS coming was the only thing that kept them going. Now they are able to have their house and body kept clean, their bodily autonomy respected, and can choose who touches them, how their food is made. This bill is threatening to take all of those basic needs away. Even more than that, its threatening to institutionalise people instead of providing support.

The government infantilisingly says these changes are meant to protect those with disabilities, but section 33(2EA) and section 34A contradicts that. The government should not have the power to force people out of their homes and in to poor support situations

I know that people will die as a result of this bill. They will be left without adequate support to basically survive let alone to actually live. I am terrified of the proposed change that will increase the use of administrative and automated systems. I am shocked that this government seemingly learnt nothing from the deaths caused by the robodebt scandal.
