I telephoned & spoke to Bart Mellish, as he is my local member, to discuss my concerns about the proposed NDIS Bill & he advised that I needed to telephone your office. I did that & spoke to a young man who had not been working in your office very long. I explained that I wanted to get my concerns through to the correct people as soon as possible, he advised to email you.
I have been trying to keep up to date with the news concerning the proposed NDIS Bill but obviously I would not be across everything involved with it. To be honest it actually causes me a great deal of anxiety & keeps me awake at night worrying every time I hear something else & I would much rather not be burdened with this but due to the decisions of the Party that I voted in, I am now living with more pressure than I think is deserving.
I am a 60 year old single mother of a 21 year old severely Autistic son with very limited verbal communication, who also has life long health issues, I am his full time carer. I am also the main carer of my mother who is 87 with dementia.
My sons current NDIS plan, after a very arduous & stressful year (approximately) going through the review process, is adequate for now. I have been advised that it will continue from its next end date later this year, but if this new Bill is pushed through, it seems it can be changed & cut even without my knowledge.
I self manage my sons plan & treat it as a job role with excel spread sheet records as well as digital & hard copies of the accounts. It never sat right with me that so many people could have access to my sons plan, this is also the reason I do not advise a service provider of the funding amount in my sons plan. Nearly every person I speak if enquiring about services all want to take on the role of Plan Manager or Support Coordinator. Knowing now what has been happening with a lot of Plan Managers, Support Coordinators & Service Providers, it appears I was correct not to allow this to happen, as my sons plan could have so easily been compromised. I also don’t like the idea of someone that may not have my sons best interests at heart making these big decisions on his behalf. Going forward I want to continue to manage my sons plan as I am the best person to do so & capable.
If the proposed Bill, as it stands goes through, my biggest concerns are that our lives are going to become unbearable. My son will no longer be able to leave the home unless I take him, he is a young man who should not have to have his Mum with him at all times. I’m trying to create a world where he can be more & more independent of me, but obviously requires the support of others & to also help transition him into SIL. At my age my years of being his full time carer are limited. The SIL goal is in his plan but will take quite a number of years in the planning for him to be able to manage the transition happily. He requires 24/7 support as he is incapable of keeping himself safe & looking after himself in all aspects of life, including his added health issues. He has a lot of triggers

when out in the community but there are a lot of things that bring him great joy & he deserves to be able to experience them, being out in certain places also helps to regulate him. If cuts are made to his Social & Community Participation he will not have a life worth living & neither will I. I am also concerned that the proposed Bill will prevent the goal of moving my son into SIL in the future. When you consider the amount of support he will require to do so & the cuts that are predicted to be made.
It absolutely baffles me that this proposed Bill targets people like my son rather than investigating the people & organisations that have been so blatantly doing the wrong thing. For example, those ‘I ❤️ NDIS’ stickers on cars, shops & websites etc. are everywhere, why is that I wonder, why would those people love the NDIS, might be an idea to look into those to see just how much they love the NDIS?
I also do not understand why, from the beginning, there was not a Government Team created to check & regulate who was accepted to be a provider etc & not just a free for all to “create jobs”. If the NDIS were a private business I’m pretty sure that would have been the case. It seems no-one took it seriously enough, after all it was regarding people with disabilities & a lot of people with disabilities, as is the case of my son, are not able to advocate for themselves. Wouldn’t it have been obvious, that they needed a Government Team to regulate these providers etc. to look out for them so they were not taken advantage of.
So in finishing I would like to say that the Government have been the ones to create this monster from a lack of care & the Government are going to punish the most vulnerable people to try to fix the problem they created, with a lack of care, seems fair?
I do not require a reply as I know it will be excuses to rebuff anything I mentioned that was not wanting to be heard. This is a submission giving only a part of a huge explanation as to why I want to be added to the long list of people to try to stop this proposed Bill from going through.
