To the Senate Community Affairs Legislation Committee,

I am writing to express concern regarding the proposed NDIS Amendment Bill and respectfully ask that it not be passed in its current form.

While I acknowledge the importance of ensuring the long-term sustainability, accountability and effectiveness of the NDIS, I am concerned that several of the proposed changes may unintentionally reduce participant choice, flexibility and continuity of care for people living with disability.

Although I am not an NDIS participant myself, I have seen firsthand how critical individualised support arrangements can be to a person’s ability to live independently, maintain health and nutrition, participate in work or volunteering, and engage in the community. In many cases, trusted support workers develop a detailed understanding of a participant’s needs, routines and fluctuating capacity over time. This continuity of care is difficult to replicate within more rigid service structures.

I am particularly concerned that mandatory registration requirements for personal support providers may reduce access to trusted and effective support workers currently operating safely outside the registered provider system. While safeguards and quality standards are important, reforms should be carefully designed to avoid unintentionally disrupting stable and successful support arrangements that participants rely upon daily.

The NDIS was originally intended to provide people with disability greater choice and control over the supports they receive. It is important that future reforms preserve these principles while addressing sustainability concerns. I encourage the Committee to undertake further consultation with NDIS participants, carers and frontline support workers to ensure that any legislative changes improve the scheme without reducing participant autonomy or quality of life.
