Hi I am a 37yo male living in regional Western Australia. I have Autism. I also have a much younger sister with Autism but her level of disability is profound and complex, as she also has unstable medical conditions.
This Bill has affected my mum’s health and stress levels. She is worried sick about what the Bill might mean for me and my sister and other disabled people across the country if it passes into legislation.
I think it’s pretty rank that disabled people were only given two weeks to respond to the Bill, not really very fair, I don’t think! These are some of the reasons I hate this Bill and what it represents for me, my sister and my family.
If the Bill passes, disabled people won’t get what they need, they will get what the government is willing to pay for. Individualised funding will become block funding and that sucks.
The Minister gets the chance to make all the decisions, which is crazy. He is a politician who knows jack about disability and its impact. It’s like me deciding to become a politician, I don’t have a clue. And Mark Butler doesn’t have a clue about disability either, just a lousy 12 months in his portfolio. And how do we know what we are getting after HE leaves his portfolio??
Just crazy to give one person so much power to make so many decisions over people he has never even laid eyes on. The Minister can change parts of the NDIS Act without Parliamentary approval or sanction. How in the name of sanity does ONE person get to decide what disabled people get - and what they don’t. AND there is no chance for disabled people to request a review of a crappy decision. Jesus wept!
Cutting SCCP by 50% or more?? Are you nuts? It was bad enough in Covid when there was forced isolation and segregation. That did in many able-bodied people, so why the hell are we different? I rely on my support workers to be out and about and to support me with my employment. No funding, no employment and then I can’t pay taxes. And the support workers lose hours. Basic math and outcomes really!! How dare this Bill discriminate against disabled people by telling them how often they can be seen out in public. How disgusting!!
I heard or read something that this Bill will only recognise and fund a single impairment. Whoever wrote that doesn’t live in the real world! Most disabled people have co morbidities, my mum is an RN so I know what that word means. Not too many I know, including myself who only have one issue. My sister has a list of problems, so she won’t

get the funding needed for complex disability. Just so dumb!!
And an automated, computer driven budget is also really dumb. And that SNA assessment tool thing - how on earth is that going to work well?? I’m autistic, another disabled person might need a wheelchair. How is one assessment thing going to cover all the types of disability?
And our access to ART is going to be constricted. That is just stupid that participants lose the ability to challenge bad decisions. In case you didn’t already know, participants win around 75% of ART appeals because the NDIA makes so many bad decisions!! Think about that.
What else? Oh yes, the Bill wants to create big providers who will be block-funded. What the hell? People like me and my sister who live in remote and regional communities will end up with no supports at all. Big companies don’t like rural areas.
And the other thing - the Royal Disability Commission already identified a lot of the problems I’ve just highlighted, so the Bill flies in the face of the Royal Commission, which cost about $600 million bucks, and took 4 years. What a waste of money THAT was. Might as well tear up the Commissions’ recommendations and throw it in the bin, huh??
So there is a lot that is totally wrong with this Bill, It should NOT be passed. it’s so bad, there isn’t enough time to write all the stuff that is bad about it.
DON’T PASS THIS BILL. MOST PEOPLE ARE SAYING THE SAME THING, SO DON’T
IGNORE US.
