Supports for family member with severe autism at risk

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 3702

Submission to the Senate NDIS inquiry

We are the legal guardians, carers and primary advocates for a family member with severe autism who is largely non-verbal and requires continuous, structured support to participate in daily life. He lives in supported accommodation, where his stability, wellbeing, and sense of safety are closely tied to consistent routines, involving meaningful community engagement.

Through the National Disability Insurance Scheme, he has been able to access carefully tailored activities that are not ‘extras’ but essential supports that enable him to experience inclusion, and quality of life. In particular, his participation in supported employment two days per week, two hours per day, provides him with a sense of purpose, while structured community programs like this significantly lessen his isolation associated with his condition.

We are deeply concerned that proposed changes to the NDIS will result in the loss or reduction of these critical supports, including his participation in programs such as Swimability, which is the highlight of his week and a rare opportunity for physical activity and enjoyment. The removal of such supports would significantly diminish his wellbeing, increase behavioural and mental health issues (which would involve increased demands on the health service). All of this undermines the intent of the NDIS to provide equitable participation in community life. For individuals like him with profound communication and cognitive impairment, living life with some dignity is only achievable through this sustained support. We urge the Committee to recognise that programs facilitating structured work and accessible community participation are fundamental, not optional, and must remain protected within the Scheme.
