National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 3732

Submission Statement – and the 2026 NDIS Bill Proposal

’s Story.

We are parents, and , and are writing this submission in regard to how the changes in the proposed 2026 NDIS Bill will affect our daughter, age 31.

We have significant and grave fears for our daughter around this Bill.

has multiple and complex disabilities. She is not just a recipient of NDIS support, she is also a well-respected and much loved contributor to her community here in . This will be in jeopardy if this Bill goes through.

has Down Syndrome, an acquired brain injury from the side effects of the radiotherapy she needed when she was 4 years of age due to Leukemia, has schizophrenia and Down Syndrome Regression Disorder (in remission). In spite of her challenges has built a life that is defined by generosity, purpose and connection. She is widely known in her local community as someone who gives to others. We helped her start her own micro-enterprise, , collecting mail for local businesses, and for many years she proudly delivered eggs throughout , produced from a local farmer. She was recognised as a finalist in the local Business Awards because of her efforts and contribution.

’s supports are not simply about supervision or personal care. Her support workers create the bridge that allows her to participate in community life, maintain purpose, sustain relationships and continue contributing to society. Without these supports, ’s world will not merely become smaller. It will collapse.

The joy experiences through giving to others is central to her identity and mental wellbeing. Her work, routines and community participation provide dignity, meaning and stability in a life already complicated by profound challenges.

The proposed cuts are of such magnitude that they pass a tipping point. What this means is that ’s life simply cant be scaled down, her current life becomes unviable. The impacts of this will be profound. Our great concern is that ’s life will be collapsed into some form of group adult babysitting service replicating what the NDIS was originally designed to overcome. If this is the case, its been a cruel and pointless journey, to let her experience a life with choice and control only to have it ripped out from under her heartlessly.

This is the human impact of the proposed Bill.

Schizophrenia is an incredibly difficult disability to live with. Stability is fragile. Isolation, loss of purpose and sudden disruption to trusted support structures and routines can have devastating consequences. We fear that reducing ’s supports would not simply inconvenience her. It could kill her.

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 3732

The proposed reforms focus heavily on financial sustainability and functional measurement, but they risk overlooking the human consequences of removing support from people who have built meaningful and contributing lives through the NDIS.

We all want the NDIS to be sustainable; however, there clearly needs to be greater precision around the cost cutting. It appears that most of the inefficiencies are at the provider level, and will remain so even after these cuts. Asking people like redacted to wear the cost of these cuts seems poor targeting.

redacted is exactly the kind of person the NDIS was intended to support. She has used the scheme to participate in society, she contributes to her community, and she is known, valued and loved within it.

This proposed reform will result in redacted losing her independence.

These savings will come with great human consequence.

They will create grief, regression, trauma and profound loss — not only for redacted, but for everyone who knows her and has witnessed the life she has worked so hard to build.
