National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission to the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 [PUBLIC]
To the committee secretary,
I wish to submit a statement of concern regarding the NDIS bill. I will focus on the abolition of plan rollovers. Most people relying on the NDIS are already in a precarious position financially. Plan rollovers are one of the very few mechanisms that make it even possible to make necessary large purchases.
For example, a chronically ill person whose illness flares with heat could meticulously save to buy a split AC if their cost of living was low enough, thus improving their functional capacity by reducing heat. This might lead to fewer needs in caregiving and thus less cost to the state, or even perhaps a partial work from home capability.
Being chronically ill and disabled is expensive, because we require many things that are accessible or model our environment to reach a sort of “basic tolerable threshold”. Plan rollovers were one of the very few ways this could be achieved, as the vast majority of these requirements do not fall into the strictly “medically necessary” bucket and thus don’t tend to be covered by other programs.
Best Regards,
Yann Kull
