SUBMISSION to the Senate Community Affairs Committee

NDIS Future Generations Bill 2026

My name is I am the mother of a delightful 42- year-old.

  • was born with severe Cerebral Palsy and is total dependent for all her living

needs:

Showering, dressing, feeding. - cannot weight bare and needs to use a ceiling hoist for all her transfers in and out of bed, to commode chair and wheelchair.

  • has very limited verbal expression and has dysphasia which can make feeding

  • quite complicated and puts her at risk of choking.

  • care is provided by support workers trained in all aspects of her complex

needs.

  • at the age of 41 left her family home in rural Victoria to her own SDA home in

the town of Sunbury Victoria.

This has enabled- to be close to her day placement centre and to be part of a community with all the services a town has to offer.

This has been a major achievement for us as a family, as we have always carried the heartache of not knowing where- would live in the future. When- was 23, she moved out of home into a Community Residential Unit sharing with four other disabled people. This experience was so traumatic that we all live with the life changing consequences to this day, especially- who is no longer the vivacious 23-year-old that left our home.

We knew that we would never put- in the situation of risk again and so began the journey of- having her own home.

This is the difference that the NDIS can make in a person’s life. It has allowed- to live an ordinary life, access her community, be cared for by trained staff and not have her life put at risk.

  • my husband in in his 70’s and we are ageing parents and we have done everything in our power possible to prepare for- future when we are not around.

All of this will be put at risk if- has her funding cut under the new NDIS Future Generations Bill 2026.

My greatest fear is the proposed 50% cut to Community and Social Participation, these cuts will cause- and other people with disabilities to be put at risk of isolation

and becoming disengaged from their local community. support workers not only help to engage in her local community they have helped her become part of it. - - I am also extremely concerned about the changes that may undermine self-managed and family-governed supports.

We run a small “service for one” model built around complex needs. We train and employ our own support workers specifically around complex needs . This ensures that needs are met by: – -

  • Trained staff in her specific needs

  • is not put at risk

  • is safe and treated with dignity

  • Staff that know how communicates – Care is not a one size fits all model. Not everyone fits into the Iarge traditional provider - style models. We have experienced this model of care and the consequences were devastating.

I am really concerned that these reforms will take away right to choose who comes into her home and who touches her body.

The current NDIS has allowed us to build safeguards around care. Please do not let the right of choice be taken away. – I implore the committee to:

  • Reject or amend the cuts to Social and Community Participation.

•Allow Self-Management and family- governed “services for one” arrangements.

•Ensure people with disabilities are not forced into unsuitable provider models.

  • Protect the rights of people with disabilities and their families to review and appeal plan decisions.

As a parent of a disabled adult whose life has been transformed by the NDIS, I am asking you to not allow this bill to pass in its present form.

Regards,

  Mum-
