deeply affected by the proposed NDIS reforms. I have personally witnessed the distress these proposals have caused and the negative effect that uncertainty has already had on their wellbeing and ability to function.

My primary concern relates to the extensive powers that the Bill appears to grant to the Minister. Decisions regarding support categories, funding levels and other matters that may have profound consequences for people with disability should not be capable of being altered without full parliamentary scrutiny.

The NDIS exists to support some of the most vulnerable Australians. Changes that affect eligibility, funding and support access should be subject to transparent debate and proper accountability. I am concerned that concentrating these powers within ministerial instruments creates a risk that significant changes could occur without the level of oversight that such decisions deserve. I urge the Committee to ensure that any powers granted under this legislation remain subject to strong parliamentary safeguards.

Yours faithfully,
