National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 3910
To the Committee,
My name is and I would like to voice my opposition and conerns to the changes proposed in the NDIS Amendment Bill, that I foresee as adversely affecting participants, their rights and their autonomy.
As a person who has disabled people of varying support needs in his life, I was glad to see the difference having access to funding via the NDIS made to their lives and their self-determination. Which is why the proposed changes in this Bill strike me as uncaring and exacting, in opposition to what a scheme such as the NDIS would be.
While there are concerns regarding the long-term sustainability of the scheme, this should not come at the cost of disabled people’s dignity, human rights, autonomy and safety.
There is concern regarding the proposed increases in administrative requirements and tighter timeframes for responses, as well as increased barriers to review and the inability for participants to appeal their case. Additionally, the proposed reliance on system-driven decision making, rather than human-driven, could lead to decisions being made without a holistic and considered approach. In turn, participants will likely fall through these administrative gaps and hurdles and end up without life-sustaining support.
Furthermore, the shift away from individualised funding and towards categorisation of supports would affect funding levels for entire groups. And considering disability is not static and can change at any point for disabled and at-present non-disabled people, this “broad brush stroke” approach could once again cause participants to lose access to supports tailored to their specific needs.
This Bill would therefore affect people close to me as well as members of the community who are unable to speak for themselves. I would therefore implore the committee to please reconsider their position on these changes to the NDIS that would dampen and adversely affect the dignity and quality of life of those who need supports to survive, let alone live.
Thank you.
Sincerely,
